7-3-401: PURPOSE:¶
This article establishes parking meter zones, parking fees applicable to each such zone, and regulations applicable to parking meters. (1962 Code §§ 3-4.101, 3-4.103)
7-3-402: PARKING METER ZONE A:¶
There is hereby established parking meter zone A which includes the following provisions:
A. The director of public works services or his designee shall set the parking meter rates for each meter located in parking meter zone A in an amount not to exceed two dollars ($2.00) per hour. If the meter is set for a time that is less than one hour, the meter rate shall not exceed two dollars ($2.00) for the maximum time on such meter.
B. Except as otherwise set by the director of public works services as provided in this subsection, parking meters shall be in operation, and the deposit of coins shall be required, between the hours of six o'clock (6:00) A.M. and eleven fifty nine o'clock (11:59) P.M. of each day of the week. The director of public works services shall have the authority to set the parking meter hours and days of operation within the time frame set forth herein as well as the maximum legal parking time at each parking meter. The director of public works services shall provide thirty (30) days' notice to the city council, at a public meeting, of any proposed change to parking meter hours or days of operation at any meter.
C. Parking time at any meter shall not exceed the posted maximum time limit.
D. The following area is included within parking meter zone A:
Almont Drive, both sides, from the alley north of Wilshire Boulevard to the alley south of Wilshire Boulevard, and from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Arnaz Drive, west side, from the north lot line of the first lot north of Wilshire Boulevard to thirty four feet (34') south of the third lot south of Wilshire Boulevard; and on the east side of Arnaz Drive from the north lot line of the first lot north of Wilshire Boulevard to thirty four feet (34') south of the second lot south of Wilshire Boulevard.
Beverly Boulevard, south side, from Civic Center Drive to Maple Drive.
Beverly Drive, both sides, from Olympic Boulevard to the south city limits.
Burton Way, north side, from Civic Center Drive to two hundred fifty five feet (255') east of Civic Center Drive.
Burton Way, south side, from Clark Drive to Robertson Boulevard.
Burton Way, south side, from Doheny Drive to Wetherly Drive.
Canon Drive, west side, from Olympic Boulevard to Beverly Drive.
Carson Road, both sides, from the north lot line of the first lot north of Wilshire Boulevard to the south lot line of the first lot south of Wilshire Boulevard.
Charleville Boulevard, both sides, from the alley west of Robertson Boulevard to the east property line of the first lot east of Robertson Boulevard.
Charleville Boulevard, east side, from Santa Monica Boulevard, South Roadway, to Durant Drive and on both sides of Charleville Boulevard from Durant Drive to Lasky Drive.
Charleville Boulevard, north side, from Lasky Drive to the alley east of Lasky Drive.
Charleville Boulevard, north side, from one hundred thirty feet (130') west of Stanley Drive to Le Doux Road.
Civic Center Drive, east side, from Third Street to the alley south of Third Street.
Clark Drive, both sides, from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Clark Drive, both sides, from the alley north of Wilshire Boulevard to the alley south of Wilshire Boulevard.
Clark Drive, east side, from Burton Way to the alley south of Burton Way.
Clifton Way, north side, from one hundred ten feet (110') west of La Cienega Boulevard to San Vicente Boulevard.
Clifton Way, north side, from the alley west of Robertson Boulevard to one hundred thirty feet (130') east of Robertson Boulevard.
Clifton Way, south side, from La Cienega Boulevard to San Vicente Boulevard.
Clifton Way, south side, from Robertson Boulevard to one hundred thirty feet (130') east of Robertson Boulevard.
Dayton Way, both sides, from Robertson Boulevard to the alley west of Robertson Boulevard.

Elm Drive, east side, from Wilshire Boulevard to the alley south of Wilshire Boulevard.
Foothill Road, east side, from Alden Drive to Civic Center Drive.
Foothill Road, west side, from Burton Way to Third Street.
Foothill Road, west side, from Third Street to three hundred ninety feet (390') north thereof.
Gale Drive, both sides, from the northerly lot line of the first lot north of Wilshire Boulevard to the southerly lot line of the second lot south of Wilshire Boulevard.
Gale Drive, east side, from one hundred twenty feet (120') south of the prolongation of the south curb face of San Vicente Boulevard to three hundred eight feet (308') south of the prolongation of the south curb face of San Vicente Boulevard.
Gregory Way, both sides, from the alley west of Robertson Boulevard to Robertson Boulevard.
Gregory Way, north side, from one hundred twenty feet (120') west of La Cienega Boulevard to one hundred thirty feet (130') east of La Cienega Boulevard.
Gregory Way, north side, from Robertson Boulevard to one hundred thirty feet (130') easterly thereof.
Gregory Way, south side, from Le Doux Road to Tower Drive.
Hamel Drive, both sides, from the northerly lot line of the first lot north of Wilshire Boulevard to the southerly lot line of the first lot south of Wilshire Boulevard.
Hamilton Drive, east side, from one hundred thirty nine feet (139') south of the prolongation of the south curb face of San Vicente Boulevard to two hundred eighty three feet (283') south of the prolongation of the south curb face of San Vicente Boulevard.
Hamilton Drive, east side, from the northerly lot line of the first lot north of Wilshire Boulevard to the southerly lot line of the third lot south of Wilshire Boulevard.
Hamilton Drive, west side, from the northerly lot line of the first lot north of Wilshire Boulevard to the southerly lot line of the fourth lot south of Wilshire Boulevard.
La Cienega Boulevard, both sides, from Clifton Way to Olympic Boulevard.
Lapeer Drive, both sides, from the alley south of Olympic Boulevard to Olympic Boulevard.
Lasky Drive, both sides, from Charleville Boulevard to Santa Monica Boulevard, south roadway.
Lasky Drive, west side, between Moreno Drive and Young Drive.
Le Doux Road, both sides, from the north lot line of the first lot north of Wilshire Boulevard to Charleville Boulevard.
Maple Drive, both sides, from the alley north of Wilshire Boulevard to the alley south of Wilshire Boulevard, and from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Maple Drive, west side, from the alley north of Burton Way to Third Street and from Commercial Center Street, south roadway, to Commercial Center Street, north roadway.
Oakhurst Drive, both sides, from the alley north of Wilshire Boulevard.
Oakhurst Drive, both sides, from the alley south of Wilshire Boulevard.

Olympic Boulevard, both sides, from El Camino to Beverwil Drive.

Palm Drive, both sides, from the alley north of Wilshire Boulevard to the alley south of Wilshire Boulevard and from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Robertson Boulevard, east side, from the city limit line north of Clifton Way south to Whitworth Drive.
Robertson Boulevard, west side, from the alley south of Burton Way to Whitworth Drive.
San Vicente Boulevard, west side, from Hamilton Drive to Wilshire Boulevard.
Santa Monica Boulevard, south roadway, both sides, from the west city limits to Wilshire Boulevard; and on both sides of that portion of Civic Center Drive which is parallel to Santa Monica Boulevard.
Stanley Drive, both sides, from the north lot line of the first lot north of Wilshire Boulevard to Charleville Boulevard.
Swall Drive, both sides, from the alley north of Wilshire Boulevard to the alley south of Wilshire Boulevard and from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Tower Drive, east side, from Wilshire Boulevard to the southerly lot line of the second lot south thereof.
Tower Drive, west side, from Wilshire Boulevard to the southerly lot line of the first lot south thereof.
Wetherly Drive, both sides, from the alley north of Olympic Boulevard to the alley south of Olympic Boulevard.
Wetherly Drive, both sides, from Wilshire Boulevard to the alley southerly thereof.
Whitworth Drive, both sides, from the alley west of Beverly Drive to Beverly Drive.
Willaman Drive, both sides, from the north lot line of the first lot north of Wilshire Boulevard to the south lot line of the first lot south of Wilshire Boulevard.

7-3-403: PARKING METER ZONE B:¶
There is hereby established a parking meter zone B which includes the following provisions:

If the meter is set for a time that is less than one hour, the meter rate shall not exceed two dollars ($2.00) for the maximum time on such meter.

Alden Drive, both sides, from Foothill Road to Maple Drive.
Civic Center Drive, north side, from the Civic Center Drive access road to Doheny Drive.
Commercial Center Street, both sides.
Foothill Road, west side, from three hundred ninety feet (390') north of Third Street to Santa Monica Boulevard, south roadway.
Le Doux Road, east side, from Gregory Way to Olympic Boulevard.
Maple Drive, west side, from Third Street to Commercial Center Street, south roadway; from Commercial Center Street, north roadway, to Beverly Boulevard; and on the east side of Maple Drive from Third Street to Alden Drive.
Olympic Boulevard, south side, from Roxbury Drive to one hundred thirty feet (130') east of Spalding Drive.
Roxbury Drive, west side, from Olympic Boulevard to the south city limits.
San Vicente Boulevard, west side, from Clifton Way to the northerly city limits.
The alley west of and adjacent to Roxbury Park in the recessed parking stalls between Roxbury Drive and Spalding Drive.

7-3-404: PARKING METER ZONE C:¶
There is hereby established parking meter zone C which includes the following provisions:

The east side of Bedford Drive from Olympic Boulevard northerly to the first alley.
The easterly two (2) metered spaces on the south side of Burton Way from Doheny Drive to Wetherly Drive.
The north side of Olympic Boulevard from Bedford Drive to the east end of the second parking space east of Bedford Drive.
The west side of Oakhurst Drive from the alley north of Olympic Boulevard to Olympic Boulevard.

7-3-406: PARKING METER ZONE E/F:¶
There is hereby established parking meter zone E/F which includes the following provisions:

If the meter is set for a time that is less than one hour, the meter rate shall not exceed two dollars ($2.00) for the maximum time on such meter.
B. Except as otherwise set by the director of public works services as provided in this subsection, parking meters shall be in operation, and the deposit of coins shall be required, between the hours of six o'clock (6:00) A.M. and eleven fifty nine o'clock (11:59) P.M. of each day of the week. D. There is included in parking meter zone E/F the area within the central business district bounded by the following streets:
Beverly Drive, the prolongation of the alley east of, from Wilshire Boulevard to Olympic Boulevard.
Beverly Drive, the prolongation of the alley west of, from Olympic Boulevard to Charleville Boulevard.
Charleville Boulevard from the alley west of Beverly Drive to Spalding Drive.
Crescent Drive from Park Way to Wilshire Boulevard.
Olympic Boulevard from the prolongation of the alley east of Beverly Drive to the prolongation of the alley west of Beverly Drive.
Park Way from Rodeo Drive to Crescent Drive.
Rodeo Drive from Santa Monica Boulevard, north roadway, to Park Way.
Santa Monica Boulevard, north roadway, from Wilshire Boulevard to Rodeo Drive.
Spalding Drive from Charleville Boulevard to Wilshire Boulevard.
Wilshire Boulevard from Crescent Drive to the prolongation of the alley east of Beverly Drive.
Wilshire Boulevard from Spalding Drive to Santa Monica Boulevard, north roadway.
E. The following area is included within parking meter zone E/F:

7-3-407: MUNICIPAL OFF STREET PARKING METER ZONE:¶
There is established the municipal off street parking meter zone which includes the following provisions:
A. The director of public works services or his designee shall set the parking meter rates for each meter located in the municipal off street parking meter zone in an amount not to exceed two dollars ($2.00) per hour. If the meter is set for a time less than one hour, the meter rate shall not exceed two dollars ($2.00) for the maximum time on such meter.
B. Except as otherwise set by the director of public works services as provided in this subsection, parking meters shall be in operation, and the deposit of coins shall be required, between the hours of six o'clock (6:00) A.M. and eleven fifty nine o'clock (11:59) P.M. of each day of the week. The director of public works services shall have the authority to set the parking meter hours and days of operation within the time frame set forth herein as well as the maximum legal parking time at each parking meter. The director of public works services shall provide thirty (30) days' notice to the city council, at a public meeting, of any proposed change to parking meter hours or days of operation at any meter.
C. Parking time at any meter shall not exceed the posted maximum time limit.
D. The following area is included within the municipal off street parking meter zone:
La Cienega reservoir metered parking lot which is located in the La Cienega municipal park immediately south of Gregory Way and between Le Doux Road and La Cienega Boulevard.
Metered parking lot B which is adjacent to South Santa Monica Boulevard between Crescent Drive and Canon Drive.
Metered parking lot D, which is north of block B, tract Beverly, between Beverly Drive and Rodeo Drive.
Metered parking lot E, which is north of block A, tract Beverly, between Rodeo Drive and Camden Drive.
Metered parking lot F, which is north of block H, tract Beverly, between Camden Drive and Bedford Drive.
Metered parking lot G, which is north of block I, tract Beverly, between Bedford Drive and Roxbury Drive.
Metered parking lot H, which is north of block J, tract Beverly, between Roxbury Drive and Linden Drive and that portion of Linden Drive north of South Santa Monica Boulevard.
Post office metered parking lot which is located north of the city of Beverly Hills post office.
Roxbury municipal park parking lot which is located in the Roxbury municipal park south of Roxbury Park Recreation Center.

7-3-408: EXCEPTION TO DEPOSIT OF COINS:¶
A vehicle may be parked and remain parked in a parking meter space without the deposit of any coin in the parking meter adjacent thereto during the hours other than those designated by the director of public works services as hours during which such deposits are required. Notwithstanding, no vehicle may be parked and remain parked in a parking meter space if parking in the meter space violates section 7-3-212 or 7-3-301 of this chapter. 7-3-409: PARKING TIME:¶
No person parking a vehicle, except as otherwise provided by this article, shall permit such vehicle to remain parked in any parking meter space during any time when the parking meter adjacent to such space indicates that no portion remains of the period of time for which coins had been deposited; or beyond the time limited for parking in such space by virtue of the provisions of this article or other provisions of this code. 7-3-410: PARKING TIME; EXCEPTIONS:¶
A vehicle may be parked and remain parked in a parking meter space without the deposit of any coin in the parking meter adjacent thereto during hours other than those designated by ordinance of the council as hours during which such deposits are required. 7-3-411: MECHANICAL FAILURE OF METER:¶
Any person unintentionally violating any provision of this article by reason of a mechanical failure of a parking meter not caused by such person is not guilty of a violation of this article upon establishing such fact. (1962 Code § 3-4.108)
7-3-412: TAMPERING WITH METERS UNLAWFUL:¶
No person shall deface, injure, tamper with, open, or wilfully break, destroy, or impair the usefulness of any parking meter. (1962 Code § 3-4.109)
7-3-413: USE OF SLUGS UNLAWFUL:¶
No person shall deposit, or attempt to deposit, in any parking meter any slug or other substitute for a coin of the United States. (1962 Code § 3-4.110)
7-3-414: DEPOSIT OF COINS IN METERS FOR PROFIT PROHIBITED:¶
It shall be unlawful for any person to deposit, or cause to be deposited, a coin in any parking meter, or to request, solicit, or receive any fee, donation, or remuneration therefor. (1962 Code § 3-4.110.1)
7-3-415: PARKING METER VIOLATION AND INFRACTION:¶
A violation of section 7-3-409 of this article is an infraction, and any violation of other provisions of this article is subject to the penalties of title 1, chapter 3, article 1 of this code. (1962 Code § 3-4.115)
7-3-416: SALE OF PARKING OPPORTUNITIES PROHIBITED:¶
A. It shall be unlawful for any person to facilitate or participate in a transaction by any means (including, but not limited to, via a mobile application), in which any form of compensation is paid for the purpose of facilitating a change in the occupancy of a publicly owned parking space or in which compensation is contingent on the occupancy of a publicly owned parking space by a specified individual or vehicle.
B. This section shall not apply to any transaction that occurs in connection with an automobile parking and shuttle service operating pursuant to a valid valet parking permit issued pursuant to title 4, chapter 2, article 15 of this code during any time when such service is authorized to operate valet parking operations.
