A minor subdivision is any subdivision of land into four or fewer parcels. (Ord. 89-2 § 2 Exh. A, 1989.)

In the case of a minor subdivision, a tentative map must be submitted to and approved by the City Council. The procedures contained in Chapter 18.20 shall prevail. (Ord. 89-2 § 2, 1989.)

Division of property under the provisions of this Chapter shall be governed as to design by Sections 18.08.030 through 18.08.120, and shall be governed as to improvements by Sections 18.12.030 through 18.12.080 of this Title. Survey and monuments shall be in accordance with Chapter 18.16 and Section 18.26.040. (Ord. 89-2 § 2, 1989; Ord. 139 NS § 2, 1965; Ord. 66 NS § 15(3.2), 1950; prior code § 20-49.)

The Planning Commission shall determine whether the minor subdivision map is in conformity with the provisions of law and this Chapter as to design, drainage, road improvements and offers of dedication. The Planning Commission shall review the map based upon the standards contained in Section 18.20.130, and following the procedures contained in Sections 18.20.050 and 18.20.070. The time limits for acting and reporting on a minor subdivision, as provided in this Title, may be extended upon mutual consent in writing of the person filing the map and the Planning Commission. (Ord. 89-2 § 2, 1989; Ord. 139 NS § 2, 1965; Ord. 66 NS § 15(4), 1950; prior code § 20-54.)

The City Council shall decide whether the map is in conformity to law and this Chapter, including satisfactory design; drainage, offers of dedication; deeds; road improvements and agreements to complete such improvements as set forth in Section 18.12.080. If the City Council finds that the map, proposed improvements or agreements are unsatisfactory, it shall disapprove the map and advise the owner or his agent so that he may make appropriate changes or additions. The City Council shall review the map based on the standards contained in Section 18.20.130 and the report of the Planning Commission, and following the procedures contained in Section 18.20.080. When a tentative map or vesting tentative map of a minor subdivision has been approved in accordance with this Chapter and Chapter 18.20, a parcel map of the division shall be submitted to the City for approval under the provisions of Chapter 18.26. Twelve copies of the parcel map and one electronic copy conforming to the requirements set forth in Section 18.20.040(B), shall be filed with the City Engineer. The City Engineer shall review the map and shall state in a written report to the City Council whether it is in substantial conformance with the tentative map or vesting tentative map as approved. The procedures for review and approval of a parcel map and for payment of filing fees and costs, as provided in Chapter 18.26, shall prevail.
