18.26.010 Time limit for filing.¶
Prior to the expiration of the tentative map or vesting tentative map for a minor subdivision, as provided in Section 18.20.120, unless said map shall have been abandoned or the time for action on the same shall have been extended, the subdivider shall cause said subdivision to be surveyed and shall prepare and file with the City Engineer a parcel map of said subdivision. 18.26.020 Information to be shown—Form.¶
The parcel map shall conform to all of the provisions of the Subdivision Map Act, shall be prepared by, or under the direction of, a registered civil engineer or licensed land surveyor, shall show the location of streets and property lines bounding the property, and shall conform to all of the following provisions:
A. It shall be legibly drawn, printed or reproduced by a process guaranteeing a permanent record in black on tracing cloth or polyester-base film. Certificates or statements, affidavits, and acknowledgments may be legibly stamped or printed upon the map with opaque ink. If ink is used on polyester-base film, the ink surface shall be coated with a suitable substance to assure permanent legibility;
B. The size of each sheet shall be eighteen by twenty-six inches. A marginal line shall be drawn completely around each sheet, leaving an entirely blank margin of one inch. The scale of the map shall be large enough to show all details clearly and enough sheets shall be used to accomplish this end. The particular number of the sheet and the total number of sheets comprising the map shall be stated on each of the sheets, and its relation to each adjoining sheet shall be clearly shown;
C. Each parcel shall be numbered and each block may be numbered or lettered. Each street shall be named or otherwise designated;
D. 1. The exterior boundary of the land included within the subdivision shall be indicated by distinctive symbols and clearly so designated.

18.26.030 Certificates, statements and acknowledgments required.¶
All certificates, statements, and acknowledgments required by the Subdivision Map Act shall appear on or accompany the parcel map as the case may be, and in addition the following shall accompany the parcel map:
A. The subdivider shall furnish to the City Council a guarantee of title or letter from a competent title company, approved by the City Council, certifying that the signatures of all persons whose consent is necessary to pass a clear title to the land being subdivided and all acknowledgments thereto appear on the proper certificates and are correctly shown on said map, both as to consents as to the making thereof and affidavits of dedication where necessary. Such guarantee shall be issued for the benefit of the City and protection of the City Council and shall be continued complete up to the instant of recordation of the map.
- B. All other data and material that are now or may hereafter be required by law. (Ord. 89-2 § 2, 1989.)
18.26.040 Field survey required—Monuments.¶
A. In all cases where a parcel map is required, such map shall be based upon a field survey made in conformity with the Land Surveyors Act.
B. The parcel map shall contain a statement by the engineer or surveyor responsible for the preparation of the map that states that all monuments are of the character and occupy the positions indicated, or that they will be set in those positions on or before a specified date, and that the monuments are, or will be, sufficient to enable the survey to be retraced. 18.26.050 Filing—Number of copies required—Electronic copy—Fees.¶
The subdivider shall file with the City Engineer twelve copies of the parcel map and one electronic copy conforming to the requirements set forth in Section 18.20.040(B). Upon filing of the parcel map, the subdivider shall pay to the City for the purpose of checking, computing, investigating, surveying and other matters required by law, such fees as are hereafter fixed from time to time by City Council resolution. In addition, prior to recordation of the map, the subdivider shall pay to the City any costs in excess of the fee collected, in order to cover the actual costs of checking of the map, plans and specifications, and investigations incidental thereto. 18.26.060 Dedication requirements.¶
All parcels of land shown on any parcel map and intended for any public use shall be offered for dedication for public use except those parcels which are intended for the exclusive use of lot owners in the subdivision, their licensees, visitors, tenants and servants. Any parcels required for dedication to the City or any other public agency, shall be offered for dedication on the parcel map, and the City shall accept or reject such offers of dedication at the time of approval of such map. 18.26.070 City Council action.¶
Upon filing of a parcel map with the City Engineer, the clerk of the City Council shall place the parcel map on the agenda of the next regularly scheduled meeting, which is not less than ten days nor more than forty days after the date of filing. At said meeting, the City Engineer shall make a report to the City Council as to whether the map conforms to the requirements of this Title and the subdivision Map Act, and is in conformance with the tentative map for the project which was approved or conditionally approved by the City Council. The City Council shall approve said map if the same conforms to all the requirements of the Subdivision Map Act, this Title and any ruling made thereunder. The Council shall at that time require the construction or installation of the improvements designated in connection with the action on the tentative map, as hereinbefore provided. When it approves a parcel map, the City Council shall at the time of its action thereon accept or reject any or all offers of dedication shown thereon. (Ord. 89-2 § 2, 1989.)
18.26.080 Approval and recordation.¶
Upon approval of any parcel map and after the required signatures and seal have been affixed, the City Clerk shall transmit the map to the County Recorder who shall, if he finds the map in proper order, record the same after payment of the required recording fee. Payment of said recording fees are the responsibility of the subdivider. (Ord. 89-2 § 2, 1989.)
18.26.090 Copies filed with City.¶
There shall be filed with the City for recording one black line print on polyester film base showing all certificates, affidavits and signatures. (Ord. 89-2 § 2, 1989.)
