Sec. 2-53. - Office of finance director.

(a) The office of finance director is created under the direction and control of the city manager. The person appointed to serve as the finance director also serves as ex officio treasurer of the city.

(b) The finance director has the following powers and duties:

(1) Those powers and duties imposed upon the treasurer by Government Code Title 4, Division 3, Part 3, Chapter 3, and other provisions of the state law.

(2) Those powers and duties imposed upon the city clerk by Government Code Title 4, Division 3, Part 2, Chapter 4.

(3) To assist the city manager in the preparation of the proposed budget and exercise expenditure controls within the limitations of the budget.

(4) To maintain a central accounting system of all income, investments and expenditures of the city.

(5) To maintain a system of financial analysis and keep the city manager fully informed as to the financial conditions and needs of the city.

(6) To maintain an internal audit system to validate income and expenditures of the city.

(7) To collect on behalf of the city all revenue to which the city is entitled.

(8) To have custody of all public moneys of the city and to invest in prudent fashion those moneys that are not needed for immediate use of the city.

(9) To manage the self-insured program of the city.

(10) To provide economic forecasts and reports to the city manager and formulate long range financial plans and programs under the direction of the city manager.

(11) To supervise the keeping of current inventories of property of city departments, officers, and agencies.

(12) Such other powers and duties as may be appropriately assigned by the city manager.

(c) Before entering upon the duties of the office, the finance director shall execute an official bond to the city as provided by Article VIII.
