Sec. 2-1. - Date, time and place of council meetings.¶
(a) The regular meetings of the city council shall be held on the second and fourth Tuesdays of each calendar month.
(b) The council shall set the location and normal starting time of regular council meetings by resolution.
(c) The council may incorporate the location and normal starting time of regular council meetings in the council's protocols as amended from time to time.

Sec. 2-2. - Council constituency.¶
The city council of the City of Belmont consists of five councilmembers including a mayor.

Sec. 2-3. - Councilmember salary.¶
(a) Members of the city council are to receive a salary of $950 per month as authorized by Government Code Section 36516.
(b) The elected mayor is to receive the salary in subsection (a) as a member of the city council plus an additional amount equal to 10 percent of the salary in subsection (a) as authorized by Government Code Section 36516.1.
(c) Salaries payable in accordance with the schedule and manner in which employees' salaries are paid.

Sec. 2-4. - Council districts.¶
The geographic area of city is divided into four council districts. The numeric designation of each district and the current boundaries of districts are as shown on the map adopted by Resolution 2022-027. The boundaries may be amended from time to time by council resolution.

Sec. 2-5. - By-district elections.¶
(a) Commencing on the general municipal election in November 2022, and every four years thereafter, the voters in districts 1 and 3 shall elect councilmembers by-district for full four year terms. At the general municipal election in November 2024, and every four years thereafter, the voters in districts 2 and 4 shall elect councilmembers by-district for full four year terms.
(b) The term of office of any councilmember who has been elected and whose term of office has not expired shall not be affected by any change in the boundaries of the district from which he or she was elected.
(c) Beginning with general municipal election in November 2022, no person may be elected at-large to the council, except for the member elected to the office of mayor as provided in Section 2-6.
(d) In accordance with Government Code Section 34882, a person is not eligible to hold office as a councilmember elected by-district unless he or she is otherwise qualified, resides in the district and both resided in the geographical area making up the district from which he or she is elected and was a registered voter of the city at the time nomination papers are issued to the candidate as provided for in Elections Code Section 10227.
(e) In accordance with Government Code Section 34883, registered voters signing nomination petitions or voting for a councilmember other than the mayor must be residents of the geographical area making up the district from which the member is to be elected.
(f) The term of office for each councilmember elected by-district is four years.

Sec. 2-6. - Office of mayor.¶
(a) Beginning with the general municipal election to be held in November 2022, one of the five members of the city council shall be a mayor elected by the voters of the city on a citywide basis.
(b) The term of office of mayor is two years.
(c) In accordance with Government Code Section 34903, an elected mayor is a member of the city council and has all of the powers and duties of a member of the city council.
(d) The elected mayor has those additional powers and duties as are formally delegated by the city council.
(e) In accordance with Government Code Section 40605, the elected mayor, with the approval of the city council, shall make all appointments to boards, commissions, and committees unless otherwise specifically provided by statute.
