2.08.010 - Composition.¶
The officers of the City shall consist of a City Council composed of five members, a City Clerk, a City Treasurer, a Chief of Police, a recorder, a City Attorney, a street superintendent, a health officer, a pound master, and such other officers as the City Council may from time to time deem necessary or expedient.

2.08.020 - Election or appointment.¶
The City Council, the City Clerk, the City Treasurer, * shall be elected in accordance with the laws of the state. The other officers provided for in Section 2.08.010 shall be appointed by the City Council. All appointments of officers shall be made before the second regular meeting of the City Council in each fiscal year, and as often as any vacancy may occur.

2.08.030 - Term of appointed officers.¶
All officers appointed shall hold their offices during the fiscal year in which they are appointed, and until their successors are appointed and qualified, unless otherwise specified in the ordinance covering the office.

2.08.040 - Bond required for certain officers.¶
The following named officers shall be required to give bonds payable to the City in the amounts named below:
A. Treasurer, $10,000.00;
B. City Manager, $10,000.00;
C. Finance Director, $10,000.00.

2.08.050 - Commission by warrant.¶
All officers elected or appointed shall be commissioned by warrant under the corporate seal, signed by the chairman of the City Council and the City Clerk.

2.08.060 - Transfer of property and effects of office.¶
Any person having been an officer of the City shall within five days after notification and request, deliver to his successor in office all property and effects of any description in his possession belonging to the City and pertaining to his office.

2.08.070 - Suspension.¶
Any appointed officer, unless otherwise specified in the ordinance covering his office, may be suspended from his office with or without cause by the City Council.

2.08.080 - Salaries—Generally.¶
The officers of the City shall receive such salaries and compensations as the City Council shall, by ordinance, from time to time determine; provided, however, that after the same has been fixed, such salary or compensation shall not be increased or diminished, to take effect during the term for which any such officer was elected or appointed. The salaries of all officers shall be paid monthly to each person entitled thereto.

2.08.090 - Performance of duties.¶
All officers of the City shall perform such duties as the laws of the state provide, and the City Council of the City shall from time to time prescribe.

2.08.100 - City Council—Salaries.¶
Pursuant to Section 36516 of the Government Code of the State of California each member of the City Council shall receive as salary the sum of $1,600.00 per month, with such adjustments as may be permitted from time to time by State Law. Such salaries shall be payable at the same time and in the same manner as salaries are paid to other officers and employees of the City. A City Council member may waive any or all of the compensation.

2.08.110 - City Council—Reimbursement.¶
The salaries prescribed in Section 2.08.110 are and shall be exclusive of any amounts payable to each member of the Council as reimbursement for actual and necessary expenses incurred by each Council Member in the performance of official duties for the City.

2.08.120 - City Treasurer duties.¶
A. The City Treasurer shall perform those duties established by the general laws of the State of California relating to the management and investment of City money set forth in Sections 41001 et seq. of the Government Code. Such duties include but are not limited to:
Receiving and safely keeping all money coming into his or her hands as City Treasurer;
Complying with all laws governing the deposit and securing of public funds and the handling of trust funds in his possession;
Paying out money only on warrants signed by legally designated persons;
Submitting to the City Clerk, at least once each month, a written report and accounting of all receipts, disbursements, and fund balances and filing a copy of the written report and accounting with the legislative body;
The City Treasurer may appoint deputies for whose acts the City Treasurer and his or her bondsmen are responsible. The deputies shall hold office at the pleasure of the City Treasurer and receive such compensation as is provided by the City Council.
B. The City Treasurer shall also perform the following duties:
Reviewing the monthly warrants on a biweekly basis with the City Manager, or his/her designee, to determine the integrity of the warrants and to ensure the warrants are properly issued;
Delivering monthly summary accounting of all receipts, expenses and fund balances to the City Council and working with the City Manager, or his/her designee, to ensure accuracy of said reports;
Providing a monthly City Treasurer's report to the City Council, raising issues of concern and or requests for City Council action;
Representing the City as needed and/or requested by the City Council at City, County, State or Commission meetings;
Working with the City Manager, or his/her designee, to prepare and deliver additional reports as requested by the City Council. Reports may be added to a monthly, quarterly or annual schedule if deemed to be beneficial to the City Council and decision making;
Completing special projects as requested by the City Council;
Serving on all City Financial committees including budget formation, audit decisions and process, risk assessment, financial strategy, revenue development and transparency policies for the security and integrity of City assets, funds, information and security.
C. The authority of the City Council to invest or reinvest City funds may be delegated to the City Treasurer, subject to annual review and renewal by the City Council, pursuant to Section 53607 of the California Government Code. In the event the City Council delegates the City's investment and reinvestment authority to the City Treasurer, the City Treasurer shall assume full responsibility for investment activities until said delegation of authority is revoked or expires, and shall make a monthly report of investment activities to the City Council. The City Treasurer shall have the duty to enforce the investment policy of the City as may be adopted and amended from time to time by the City Council.

2.08.150 - City Treasurer and City Clerk—Salaries.¶
The office holders of the City Treasurer and City Clerk shall receive a salary of $560.00 per month, to be paid at the same time and in the same manner as salaries are paid to other officers and employees of the City. The salary may be increased by ordinance or by amendment thereto, in an amount approved by the City Council pursuant to Government Section 36517. The City Treasurer and/or City Clerk may waive any or all of the compensation.

2.08.160 - City Clerk duties.¶
A. The City Clerk shall have all of the powers, duties and responsibilities granted to and imposed upon the office of the City Clerk by the Sections 40801 et seq. of the Government Code, other general laws of the State, the provisions of this Code, and the ordinances and resolutions of the City Council.
B. The principal functions of the City Clerk shall be to:
Attend all regular, special emergency meetings of the City Council except when excused by the Mayor, and be responsible for the timely recording and maintaining of a record of all the actions of the City Council;
Keep all ordinances and resolutions of the City Council in such a manner that the information contained therein will be readily accessible and open to the public. The City Clerk shall attest to each resolution and ordinance adopted by the City Council and, as to ordinances requiring publication, that the ordinance has been published or posted in accordance with law;
Prepare the records retention schedule for City departments in such manner that the information contained therein will be readily accessible and open to the public pursuant to the California Public Records Act, Government Code Section 6250 et seq., until such time as any of the records may be destroyed or reproduced and the original destroyed, in accordance with State law;
Serve as the official custodian of all City records;
Receive, organize, prepare and reply to requests regulated by the California Public Records Act;
Serve as custodian of the seal of the City;
Perform the duties prescribed by the Elections Code in conducting municipal elections;
Perform the duties imposed upon City Clerks by the California Political Reform Act;
Be responsible for the maintenance and distribution of the City's Municipal Code;
Receive and forward to appropriate departments all claims filed against the City and its officers, agents or employees, pursuant to the provisions of the Tort Claims Act, Government Code Section 900 et seq., and 26 of this code;
Administer all official oaths of office;
Certify all official records of the City; and
Perform such other duties as assigned by the City Council.
The City Clerk may appoint deputies for whose acts the City Clerk and his or her bondsmen are responsible. The deputies shall hold office at the pleasure of the City Clerk and receive such compensation as is provided by the City Council.
