12.16.010 - Standard design for curbs, gutters, etc.¶
The city engineer shall prepare and file in his office a standard design or drawing to be followed by any property owner, his agent or contractor, undertaking to construct curbs, gutters, driveways, sidewalks, drainage or drainage structures upon or along or connecting with any street in the city.

12.16.020 - Required sidewalks.¶
A. The following requirements shall apply to all residential subdivisions:
Sidewalks shall be required in the city's RA, RA-One-Acre, and RA-Two-Acre Zone Districts, excepting, sidewalks shall not be required within a specific subdivision or on individual lots in such zones upon the finding(s) of the planning commission that substantial equestrian-related use may occur within the common streets of the subdivision or the common streets in proximity to the individual lot(s).
Sidewalks shall be required on both sides of all streets located in the R-1, R-1-70, R-1-10,000, R-1-14,000, R-2 and R-3 zone districts.
All sidewalks shall be designed and built to the city engineering department's standards.
B. The following requirements shall apply to development located within the city's Commercial and Manufacturing Zone Districts:
Sidewalks shall be required on both sides of all streets located in the city's commercial zone districts (DC, C-1 and C-2).
Sidewalks shall be required on both sides of Ramsey Street on property located in the city's commercial manufacturing (CM) zone district. Sidewalk improvements for CM properties not located along Ramsey Street shall be subject to the provisions contained in this section for the city's manufacturing zone district.
Sidewalk improvements in the city's manufacturing (M) zone shall be determined by the planning commission. The commission shall render its determination on the following basis:
a. The type of manufacturing use, the number of employees and location of the use in relation to existing or planned sidewalk facilities;
b. Whether such improvements would enhance pedestrian safety and convenience.

12.16.030 - Construction of curbs, gutters, etc.—Permit required.¶
Before undertaking the construction of any curbs, gutters, driveways, sidewalks, drainage or drainage structures, sewers, sewer manholes and cleanouts, street paving, cross-gutter and spandrels, water lines, hydrants or any encroachment upon, along or connecting with any street or public easement in the city, the property owner, his agent or his contractor shall obtain from the city engineer a written permit to do so.

12.16.040 - Permit fee.¶
The fee for issuing and granting the permit required by Section 12.16.030 shall be as defined by city council resolution.

12.16.050 - City engineer—Approval of grade and elevation.¶
A property owner desiring to do any work for which a permit is required by Section 12.16.030 shall obtain from the city engineer approval of the proposed line and grade at which such improvements shall be placed, so as to conform to this Code or any other ordinance of the city.

12.16.060 - Permit—Deposit required.¶
A property owner desiring to do work for which a permit is required by Section 12.16.030 shall deposit with the city engineer a fee for making the survey and establishing the grade in compliance with the policy established by city council resolution. A bond shall be provided to the city to guarantee that the work will be completed in compliance with permit requirements. The bonding requirements shall be as established by city council resolution.

12.16.070 - City engineer—Inspection and approval.¶
Construction covered by Sections 12.16.030 through 12.16.060 shall be subject to the inspection and approval of the city engineer and to his determination as to whether or not the same complies with the grades, standards and specifications set by him or by this Code or any ordinance of the city.

12.16.080 - Painting, marking, etc., streets, curbs, etc.¶
No person shall paint or in any manner deface or mark any street, gutter, curb or sidewalk in the city, without first obtaining a permit from the city council so to do.
