10.04.050 - Authority of police and fire department officials.¶
Uniformed officers of the police department and such persons as assigned by the chief of police are hereby authorized to direct all traffic by voice, hand, audible or other signal in conformance with traffic laws. Notwithstanding the provisions to the contrary contained in this title or in the Vehicle Code, officers of the police or fire departments may direct traffic as conditions require in emergencies.

10.04.060 - Unauthorized persons shall not direct traffic.¶
No person other than a uniformed officer of the police department, member of the fire department, a person authorized by the chief of police or a person authorized by law shall direct or attempt to direct traffic by voice, hand, audible, or other signal.

10.04.070 - Obstruction or interference with enforcement.¶
No person shall interfere with or obstruct in any way persons authorized or empowered by this city in their enforcement of the provisions of this title. The removal, obliteration or concealment of any chalk mark or other distinguishing mark used by persons authorized by this city in connection with the enforcement of the parking regulations of this title shall, if done for the purpose of evading the provisions of this title, constitute interference or obstruction with this section.

10.04.080 - Violation—Penalty.¶
A. Any person, firm or corporation violating any of the provisions of this title shall be deemed guilty of an infraction and, upon conviction thereof shall be punishable by (1) a fine not exceeding one hundred dollars for a first violation; (2) a fine not exceeding two hundred dollars for a second violation of the same offense within one year; (3) a fine not exceeding five hundred dollars for a third violation of the same offense within one year.
B. A fourth violation of the same offense within one year shall constitute a misdemeanor. Upon conviction thereof, the person, firm or corporation shall be subject to a fine not to exceed one thousand dollars and/or imprisonment for a period not to exceed six months.
