10.08.010 - Authority to install official traffic control devices.

The city engineer shall cause to be placed and maintained official traffic control devices upon streets and highways as required under the Vehicle Code or this title.

10.08.020 - Official traffic control devices required for enforcement purposes.

Neither the provisions of the Vehicle Code or of this title for which official traffic control devices are required shall be enforced against an alleged violator unless appropriate official traffic control devices are in place giving notice of such provisions of the traffic laws.

10.08.030 - Installation of traffic control signals.

A. The city engineer may by city council resolution, install and maintain official traffic control signals at those intersections and other places where traffic conditions are such as may require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.

B. The city engineer shall determine the locations where such signals are warranted in accordance with standards and instructions set forth in the California Department of Transportation Traffic Manual.

10.08.040 - Authority to remove, relocate and discontinue traffic control devices.

The city engineer shall remove, relocate or discontinue the operation of any traffic control device whenever the conditions which warranted or required the installation no longer exist.

10.08.050 - Hours of operation.

The city engineer shall determine the hours and days during which any traffic control device shall be in operation or be in effect, except in those cases where such hours are specified in this title.

10.08.060 - Unauthorized markings of curbs and roadway.

No person or agency unless authorized by the city engineer, shall mark any street or curb surface; provided, however, that this section shall not apply to the marking of numbers of a curb surface.

10.08.070 - Establishing speed zones.

A. As authorized by the Vehicle Code, the city council may, by separate ordinance and on the basis of an engineering and traffic survey by the city engineer, establish intermediate speed zones.

B. Speed limits established pursuant to this section shall be effective when appropriate signs giving notice thereof are erected upon said street or highway.

10.08.080 - Regulation of speed by traffic signals.

The city engineer shall regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections, and may erect appropriate signs giving notice thereof.

10.08.090 - Authority for turn regulation at intersections.

The city engineer may, when analysis and investigation indicates undue conflict, place official traffic control devices within or adjacent to intersections controlling movements herein. Such movements may be prohibited between certain hours of any day.

10.08.100 - Authority for stop signs and yield signs.

The city engineer shall determine, in accordance with the Manual of Uniform Traffic Control Devices and California D.O.T. Traffic Manual whether circumstances warrant and justify installation of stop signs and yield signs, and by resolution, the city council shall designate through streets, intersections, R.R. grade crossings (subject to California Public Utilities Commission approval) at which vehicular traffic shall stop or yield before entering the intersection. The city engineer shall place and maintain official traffic control devices giving notice thereof and no such designations shall be effective until such devices are in place.

10.08.110 - Establishment of crosswalks.

The city engineer may, after determining that circumstances warrant and justify, and in accordance with all ordinances with recognized states and national standards, establish, designate and maintain crosswalks by appropriate devices, marks, or lines upon the surface of the roadway. The city engineer may install signs at or adjacent to an intersection or other appropriate locations directing that pedestrians shall not cross. It is unlawful for any pedestrian to cross at the location(s) prohibited by a sign.
