10.04.010 - Police administration—Traffic enforcement section.

There is hereby established in the police department of this city a traffic enforcement section to be under the control of a peace officer within the uniform services division appointed by and directly responsible to the chief of police.

10.04.020 - Duty of uniform services division.

It shall be the duty of the uniform services division to enforce the traffic regulations of this city and all of the state vehicle laws applicable to traffic in this city, to make arrests for traffic violations, investigate traffic accidents, cooperate with the city engineer and other officials of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties imposed on said section by this title.

10.04.030 - Duties of city engineer.

The city engineer is hereby authorized to exercise the powers and duties as provided in this title and be responsible for directing all traffic engineering functions. The city engineer shall determine the installation, operation and maintenance of traffic control devices, conduct engineering analyses of traffic accidents, devise remedial measures and conduct engineering and traffic investigation of traffic conditions. The city engineer shall also cooperate with the uniform services division and other officials of the city in the development of ways and means to improve traffic conditions.

10.04.040 - Emergency regulations.

The chief of police or his authorized agent may order the temporary placing of official traffic control devices or may effect temporary closure of streets or portions of streets in accordance with provisions of the Vehicle Code Sections 21101 et seq. when required. The city engineer shall be notified of this action as soon as practical.
