10.56.010 Temporary street closing.¶
A. The traffic authority, in the exercise of its discretion, with all due regard for the orderly flow of traffic, may temporarily close all or any portion of any street in the city when in its opinion such closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing.
B. No temporary closing of any portion of a street pursuant to subsection A of this section shall be effective until signs giving notice of the closing are posted at all entrances to the streets or parts thereof affected, or such closing is indicated by the lawful commands of a police officer. 10.56.020 Backing into streets or intersections.¶
A. No vehicle shall be backed into or through an intersection for the purpose of turning; nor shall any vehicle be backed across or substantially across any street for the purpose of turning.
B. Nothing in this section shall apply to vehicles being placed in or removed from any garage, the entrance to which is adjacent to an alley. (Prior code § 11.04.160)
10.56.030 Driving through funeral procession.¶
A. No driver of a vehicle shall drive between the vehicles comprising a funeral procession while they are in motion and when the vehicles in such procession are conspicuously so designated.
B. This provision shall not apply at intersections where the traffic is controlled by police officers. (Prior code § 11.04.230)
10.56.040 Areas prohibited to driving.¶
It is unlawful to operate or drive any motor vehicle in the city:
A. On or over any sidewalk, curb, barricade or authorized structure in any highway, street, alley or public place;
B. Across private property or driveways to evade traffic regulations or the use of established public ways. (Ord. 2607 § 1, 1980; prior code § 11.04.290)
10.56.050 Riding or driving on new pavement or markings.¶
No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a barrier or sign is in place stating that the street or any portion thereof is closed. (Prior code § 11.04.300)
10.56.060 Boarding and alighting from vehicles.¶
No person shall board or alight from any vehicle while the vehicle is in motion except emergency vehicles while in use for emergency purposes. (Prior code § 11.04.400)
10.56.070 Stopping and standing restrictions—Driving or riding in public¶
park.
No person shall stop, stand or park any vehicle upon any viaduct or approach thereto; within any sidewalk area, or in any public park; nor shall any person operate any vehicle or ride any animal in or upon any public park or other publicly owned property. (Prior code § 11.04.450)
10.56.080 Unlawful parking—Peddlers, vendors and taxicabs—Permits.¶
A. Except as otherwise provided by ordinance, no persons shall park any vehicle, wagon, or pushcart from which any foodstuffs or merchandise are sold, or offered for sale, except at the request of a bona fide purchaser and for a period of time not to exceed ten minutes at any one place. The provisions of this subsection shall not apply to persons delivering foodstuffs or merchandise upon order of, or by agreement, with a customer, and when delivery is made from a store or other fixed place of business or distribution.
B. No person shall erect or place a stand for the display of merchandise, foodstuffs, papers, or periodicals on any street without first obtaining a written permit to do so from the traffic authority. The permit, when issued, may be revoked at the discretion of the traffic authority.
C. No person shall park or stand any vehicle, or wagon used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle or wagon, without first obtaining a written permit to do so from the traffic authority, which permit may be revoked for cause at the discretion of the traffic authority.
D. No person shall park or stand any taxicab or other vehicle used to convey passengers for hire within the city, except as is provided for and authorized in Chapter 5.50 and amendments thereto.
E. Whenever any permit is issued under the provisions of this section or under any ordinance referred to in this section, no person shall stand or park any vehicle, wagon, or pushcart on any location other than as designated in the permit. 10.56.090 Commercial vehicle washing in street prohibited.¶
No person shall use any street or alley within the city for the purpose of engaging commercially in dusting, wiping or washing or otherwise cleaning or caring for vehicles. (Prior code § 11.04.600)
