Sec. 14-251. - Permit required.¶
No person shall demolish any building or structure within the city without first having obtained from the department of public works a permit to do so.

Sec. 14-252. - Permit application, fee.¶
Application for any permit required by this article shall be in writing upon such form as may be prescribed by the department of public works, giving the name and address of the applicant, the location and description of the building or structure and such other pertinent information as shall be required, and the application shall be accompanied by a filing fee and deposit in such amounts as established by the council from time to time to secure and guarantee compliance with this article. Upon receipt of such application accompanied by the proper fee and deposit, the department of public works shall issue such permit subject to such conditions, if any, necessary to protect the public peace, health and safety and to protect public property.

Sec. 14-253. - Requirements prior to demolition.¶
Every person demolishing any building or structure within the city shall, prior to such moving or demolishing:
(1) Cap all affected sewer lines.
(2) See that utility companies have removed all discontinued meters and services on the premises.
(3) Cap all affected irrigation lines.
(4) Fill all unused cesspools and septic tanks on the premises.
(5) Fill, remove or permanently barricade all oil sumps, gas tanks and reservoirs on the premises.
(6) Cap all wells on the premises.
(7) Comply with any applicable conditions contained in the permit.

Sec. 14-254. - Requirements after demolition.¶
Every person demolishing any building or structure within the city within ten days after such moving or demolishing shall:
(1) Clear the site of all debris, blocks, bricks, combustible material and of all damaged, dead or abandoned shrubs, plants or trees and dispose of such.
(2) Remove all foundations, footings, basements, concrete waste, plaster, plasterboard and chicken wire imbedded in plaster and dispose of such.
(3) Fill or adequately barricade all holes, basements and excavations.
(4) Remove any hazardous condition on the premises.
(5) Cut off, shear off or bend flush with the ground any tie bolts, piping or reinforcing steel not actually removed from the ground.
(6) Comply with all applicable conditions contained within the permit.
(7) Repair or pay for all damage to public property.

Sec. 14-255. - Article provisions cumulative.¶
The provisions of this article shall be cumulative and in addition to all applicable provisions of this Code.
