§ 2-2.501. Conceptual Development Review Committee, Creation of.¶
A Conceptual Development Review Committee is hereby created and established.

§ 2-2.502. Members.¶
The Conceptual Development Review Committee shall be composed of five members. The five members shall consist of two members of the City Council, two members of the Planning Commission and the City Manager, or designee.

§ 2-2.503. Appointments.¶
(a) The City Council and Planning Commission members of the Conceptual Development Review Committee shall be designated and appointed as follows and in the following order:
(1) The two members of the City Council that have been appointed by the Mayor to serve on the City Industrial Commercial Development Committee shall serve on the Conceptual Development Review Committee.
(2) Two members of the Planning Commission shall be appointed by the chairperson of the Planning Commission. Except in the case of appointments made to fill vacancies, the two appointees from the Planning Commission shall not have been appointed to the Planning Commission by the two members of the City Council who serve on the Conceptual Development Review Committee.
(b) Appointments by the chairperson of the Planning Commission shall be made at a regular Planning Commission meeting.

§ 2-2.504. Term of Appointed Members.¶
Each member of the City Council and Planning Commission appointed to the Conceptual Development Review Committee shall serve for a term of one year from the date of appointment or until his or her successor is appointed, except when a member of the Conceptual Development Review Committee is a Councilmember whose term of office has ended.

§ 2-2.505. Vacancies.¶
Vacancies on the Conceptual Development Review Committee shall be filled by appointment in accordance with Section 2-2.503 of this Code, and once appointed shall serve the unexpired term of the office that has become vacant.

§ 2-2.506. Meeting Locations.¶
Meetings of the Conceptual Development Review Committee shall be held in the lower level conference room of the Artesia City Hall, unless otherwise specified in the meeting notice, and shall be held on days as determined by the City Manager, or designee.

§ 2-2.507. Duties.¶
The Conceptual Development Review Committee shall perform the functions set forth in Article 20.5 of Chapter 2 of Title 9 of this Code.

§ 2-2.508. Technical Support to the Committee.¶
The City Manager, or designee, shall prepare notices and agendas for the Committee's meetings and take minutes of the meetings.
