§ 2-2.101. Created, Members and Appointment.¶
There is hereby created a Parks and Recreation Commission which shall consist of five members who shall be residents of the City. Commissioners shall be appointed by the City Council as provided in Section 2-2.102.

§ 2-2.102. Regular Meetings, Time and Place.¶
The regular meeting of the Parks and Recreation Commission shall be held at 18747 Clarkdale Avenue, Artesia, California, unless otherwise specified in the regular meeting notice, on the fourth Wednesday of January, April, July, and October at the hour of 6:00 p.m., unless the items of business before the Commission require that adjourned regular or special meetings be called more frequently.

§ 2-2.103. Appointments and Terms of Office.¶
Each member of the City Council shall appoint one member to the Parks and Recreation Commission. Appointments shall be made at a regular City Council meeting. A Commissioner may be removed in one of two ways:
(a) Removal at Any Time by Appointing Councilmember. The member of the City Council who appointed the Commissioner may remove the Commissioner at any time by delivering written notice of the removal and the effective date of the removal to the City Clerk and the Commissioner, and shall report the removal to the City Council on the next regular City Council meeting agenda; or
(b) Removal by Majority of Councilmembers. Any member of the City Council may request that staff place the removal of a Commissioner on a regular City Council meeting agenda and recommend the removal of the Commissioner during the agenda item by motion and approval by the City Council by majority vote of the quorum present.
| Unless removed prior to the end of his or her term, each Commission member shall serve from the date of appointment to one month following the date of the canvass of the next succeeding general municipal election at which members of the City Council are elected. Following expiration of the term of office, each Commissioner shall continue to serve until his or her successor is appointed and qualified. If a vacancy occurs before the expiration of the term of office, the remaining portion of the term shall be filled by appointment to be made by the member of the City Council who appointed the previous Commissioner. |

§ 2-2.104. Unexcused Absences by Members; Vacancies.¶
Notwithstanding any other provision of this article, any member of the Parks and Recreation Commission who absents him or herself from any two consecutive regular meetings of the Parks and Recreation Commission, unless excused from such attendance by the consent of the Commission expressed by action of record in its minutes, or any member who is absent from a total of four regular meetings of the Commission in any 12 month period, shall thereby automatically forfeit his or her position or office as a member of the Parks and Recreation Commission. The name of such person shall be automatically removed from the membership of the Parks and Recreation Commission immediately after the adjournment of any such second consecutive meeting or of any such fourth meeting in any 12 months' period, as the case may be, at which such member of the Parks and Recreation Commission has not appeared. The Chairman or the Secretary of the Parks and Recreation Commission shall thereupon promptly notify the Council of any such person so ceasing to be a member of the Parks and Recreation Commission of such fact. The vacancy created shall be filled by appointment as provided for in Section 2-2.103 of this article.

§ 2-2.105. Organization.¶
Within 30 days after their appointment, the members of the Parks and Recreation Commission shall meet in regular session and elect from its members a chairperson and a vice-chairperson. Their duties shall be those usually carried out by such officers. Officers shall hold office for one year, or until their successors are elected.

§ 2-2.106. Powers and Duties.¶
The Parks and Recreation Commission shall have the following powers and duties:
(a) To act in an advisory capacity to the Council and the Parks and Recreation Superintendent in all matters pertaining to public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreation planning and programming;
(b) To formulate policies for recreation services and submit to the City Manager, for approval by the Council, the following:
(1) Agreement with the Board of Trustees of the ABC Unified School District and the Council for the best possible joint use of park and recreation facilities, and
(2) Recommendations on the advisability of purchasing various parcels of land within the City, with a view to the most advantageous use of properties to be acquired by the City for park and recreation purposes;
(c) To advise the Parks and Recreation Superintendent regarding the development of recreation areas, facilities, programs, and improved recreation services;
(d) To recommend the adoption of standards regarding the organizations, areas, facilities, programs, and financial support of park and recreation activities;
(e) To make periodic inventories of recreation services which exist or may be needed and interpret the needs of the public to the Parks and Recreation Superintendent;
(f) To aid in coordinating the park and recreation services with the programs of other governmental agencies and voluntary organizations;
(g) To advise the Parks and Recreation Superintendent regarding the preparation of the annual budget request and a long-range parks and recreation capital improvement program; and
(h) To consider all outside requests for permanent facilities to be erected on park areas.

§ 2-2.107. Compensation.¶
Members of the Parks and Recreation Commission shall not be compensated for their service on the Commission. The City Council may from time to time authorize in advance, expenditures for attendance at seminars, conferences or other meetings which the City Council finds to be beneficial to the Commission members in the performance of their duties, and in the best interests of the City. Claims for such expenses shall be filed with the City Manager and shall be subject to audit and approved by the City Council.
