§ 4-5.1001 DRIVING THROUGH FUNERAL PROCESSIONS.

No operator of any vehicle shall drive between the vehicles comprising a funeral procession or a parade, provided that such vehicles are conspicuously so designated.

§ 4-5.1002 CLINGING TO MOVING VEHICLES.

No person shall attach himself with his hands, or catch on or hold onto with his hands or by other means, to any moving vehicle for the purpose of receiving motive power therefrom.

§ 4-5.1003 RIDING OR DRIVING ON SIDEWALKS.

No person shall ride, drive, propel, or cause to be propelled any vehicle or animal across or upon any sidewalk, excepting over permanently constructed driveways and excepting when it is necessary for any temporary purpose to drive a loaded vehicle across a sidewalk; provided further, that such sidewalk area shall be substantially protected by wooden planks two inches thick, and written permission shall be previously obtained from the City Traffic Engineer. Such wooden planks shall not be permitted to remain upon such sidewalk area during the hours from 6:00 p.m. to 6:00 a.m.

§ 4-5.1004 NEW PAVEMENT AND MARKINGS.

No person shall ride or drive any animal or any vehicle over or across any newly-made pavement or freshly-painted markings in any street when a barrier sign, cone marker, or other warning device is in place warning persons not to drive over or across such pavement or marking, or when any such device is in place indicating that the street, or any portion thereof, is closed.

§ 4-5.1005 LIMITED ACCESS.

No person shall drive a vehicle onto or from any limited access roadway, except at such entrances and exits as are lawfully established.

§ 4-5.1006 OBSTRUCTING TRAFFIC BY ENTERING INTERSECTIONS.

No operator of any vehicle shall enter any intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.

§ 4-5.1007 BICYCLE AND PEDESTRIAN LANES.

Bicycle and pedestrian lanes are established. The bicycle and pedestrian lanes shall be appropriately signed, and it shall be unlawful for any person to operate or park any motor vehicle (including, without limitation, an automobile, motorcycle, motor scooter, or motorized two or three wheel vehicle) upon the bicycle and pedestrian lanes, except maintenance and emergency vehicles. It shall be unlawful for any person to ride or walk any horse upon the bicycle and pedestrian lanes.

§ 4-5.1008 USE OF COASTERS, ROLLER SKATES, AND TOY VEHICLES RESTRICTED.

It shall be unlawful for any person upon roller skates or riding in, on, or by means of any bicycle, coaster, toy vehicle, or similar device to go upon any roadway, street, or sidewalk in the hereinafter described areas, except that bicycles shall be permitted only on roadways and streets in such areas, which are designated as follows:

(A) Central Traffic District; and

(B) County East Shopping Center.

§ 4-5.1009 CRUISING.

(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.

CRUISE or CRUISING. The repetitive driving of a motor vehicle past a traffic control point in traffic which is congested at or near the traffic control point, as determined by a peace officer, within a specified period and after the vehicle operator has been given adequate written notice that further repetitive driving will be a violation of this section.

HIGHWAY and MOTOR VEHICLE. These terms shall have the meanings ascribed to them by Cal. Veh. Code §§ 360 and 415, respectively.

(B) Cruising prohibited.

(1) Cruising shall be prohibited in the areas where designated by signs and a traffic control point.

(2) No person shall be guilty of cruising unless such person has driven a motor vehicle past the same traffic control point twice within a two hour period, and, upon driving past the traffic control point the first time, has been given written notice that further driving past the traffic control point shall be a violation of this code, and unless signs have been posted on the subject street as set forth in this section.

(C) Signs. Signs shall be erected at the beginning and end of that portion of any street subject to cruising controls and enforcement. The signs shall state briefly and clearly that cruising is prohibited by division (B) of this section.

(D) Exclusions. This section shall not apply to emergency vehicles or buses operated by a govern-mental agency and traveling along a fixed route.
