15.20.010 - Fire code.

The 2025 Edition of the California Fire Code, based upon the 2025 International Fire Code, as published by the International Code Council, as amended and adopted by the California Building Standards Commission in the California Building Standards Code, Part 9, Title 24 of the California Code of Regulations, and the accompanying non-building and administrative regulations, are hereby adopted by reference.

A copy of said code is on file in the office of the Building Official for examination and use by the public.

Editor's note— Ord. No. 871, § 1, adopted Feb. 17, 2026, repealed the former § 15.20.010, and § 5 of said ordinance enacted a new § 15.20.010 as set out herein. The former § 15.20.010 pertained to similar subject matter and derived from Ord. No. 853, §§ 1, 3, adopted Feb. 21, 2023.

15.20.120 - Fireworks—Definitions.

For the purpose of this chapter, the words and phrases "fireworks," "dangerous fireworks," and "safe and sane fireworks" shall have the respective meanings ascribed to them in Sections 12511, 12505, and 12539 of the Health and Safety Code of the state of California.

15.20.140 - Fireworks—Prohibitions.

Except as hereinafter provided in this chapter, no person shall manufacture, sell, possess, discharge or display any "dangerous" or "safe and sane" fireworks.

15.20.160 - Fireworks—Exceptions.

Nothing in this chapter shall be construed as prohibiting the use of torpedoes, flares, or fuses by railroads or other transportation agencies for signal purposes of illumination; or the sale or use of blank cartridges for ceremonial purposes, athletic or sports events or military ceremonies or demonstrations; or the sale, discharge or display of fireworks by permittees having a permit as hereinafter provided; or the use and display of fireworks of whatever nature by any person engaged in the production of motion pictures, theatricals, or operas when such use and display is a necessary part of such production; or the transportation of fireworks through the city in regular course, and in original packages or containers from any point outside of the city to any other point outside the city.

15.20.170 - Public display of fireworks—Permit required.

A. Any person desiring to hold a public display of fireworks within the city shall submit an application for permit to the fire prevention bureau at least ten days in advance of the display. If such privilege is granted, sale, possession, use and distribution of fireworks for such display shall be lawful for that purpose only. No permit granted hereunder shall be transferable.

B. The bureau shall have power to adopt reasonable rules and regulations for granting permits for supervised public displays of fireworks by a jurisdiction, fair association, amusement park, or other organization for the use of fireworks by artisans in pursuit of their trade. Every such use or display shall be handled by a competent operator approved by the bureau and shall be of such character and so located, discharged, or fired as in the opinion of the bureau shall not be hazardous to persons or property.

C. The permittee shall furnish a bond or certificate of insurance in an amount deemed adequate by the bureau for the payment of all damages, which may be caused to a person or persons or to property, by reason of the permitted display, and arising from any acts of the permittee, his agents, employees or subcontractors.

D. All fireworks that remain unfired after the display is concluded shall be immediately disposed of in an approved manner for the particular type of fireworks remaining.

15.20.180 - Provisions to supplement state fireworks law.

The provisions of this chapter shall supplement and be construed in harmony with the "state fireworks law" (Part 2, Division II of the Health and Safety Code of the state of California), and other applicable provisions of this law of the state of California.

15.20.190 - Seizure of fireworks.

Representatives of the police department and/or the fire prevention bureau shall have the authority to seize, take, remove or cause to be removed, at the expense of the owner, all stocks of fireworks offered or exposed for sale, stored, or held in violation of this chapter.

15.20.200 - Violation—Penalty—Dangerous fireworks.

Any person who violates any provision of this code relating to "dangerous fireworks" is guilty of a misdemeanor as described in Section 12700 of the California Health and Safety Code.

15.20.210 - Violation—Penalty—Safe and sane fireworks.

Any person who violates any provision of this code relating to the use and/or possession of "safe and sane fireworks" is guilty of an infraction.
