26-1.1 - Assessment Proceedings.

Proceedings for the acquisition or construction, or both, of any public improvement of a local nature or the acquisition of lands or easements, or both, therefor, may be had pursuant to this chapter, whether or not provided in any general law.

26-1.2 - Pending Proceedings.

This chapter shall not apply to any proceedings in which the resolution of intention was adopted prior to the effective date hereof, excepting the reassessment, refunding and curative provisions hereof.

26-1.3 - Alternative Procedures.

The procedures provided in the several sections or bond plans hereof are alternative.

26-1.4 - Chapter Not Exclusive.

This chapter is not exclusive. But the resolution of intention in such proceeding may provide that it is supplemented by any part or parts hereof.

26-1.5 - General Law.

General law shall mean an act of the Legislature of the State of California. Unless herein otherwise provided, the law shall be as now or hereafter amended or codified.

26-1.6 - Chapter Superior.

The provisions of this chapter shall be controlling over the provisions of any general law in conflict herewith.

26-1.7 - Municipal Affairs.

This chapter is adopted pursuant to the municipal affairs provision of the Charter of this City. In proceedings had pursuant hereto which are a municipal affair the general laws herein referred to are deemed a part hereof

26-1.8 - State Affairs.

In the event that any proceeding had pursuant hereto shall be adjudged a State affair it is hereby declared to be the intention that the proceedings were had pursuant to the general law or laws cited in the sections or subsections hereof specified in the resolution of intention therein.

26-1.9 - Single Proceeding.

One (1) or more acquisitions and improvements or acquisitions or improvements may be had in a single proceeding.

Sections 26-1 through 26-16 are supplemental to and controlling over the provisions of each other part of this chapter in conflict herewith.
