13.36.010 - General. ¶

Because infrastructure master plans are a critical element of a workable development project, an applicant for a development project shall pay its fair share of the cost of the infrastructure master plans related to that development area. The amount of the infrastructure master plan costs shall be established through an infrastructure master plan processing agreement, or by City Council resolution determining the prorata share of costs for plans already prepared and adopted.
In establishing infrastructure master plan costs, it is understood that the City commits to undertake the infrastructure master plan process and to make good faith efforts to complete it pursuant to a projected schedule.

13.36.020 - Application to specific plans and PUDs. ¶

Payment of infrastructure master plan costs is a condition of proceeding with a specific plan application after the City Council direction to proceed under TMC subsection 10.20.040(c) or proceeding with a PUD application under TMC section 10.08.1760 and following.

13.36.030 - Other development applications.
An applicant for any other development application (other than a specific plan or PUD) whose property is identified in an infrastructure master plan study, in an area where there is not a City Council-approved finance and implementation plan (FIP), shall pay for the costs of the infrastructure master plans either: (1) under an infrastructure master plan processing agreement, at the time of submitting an application for a project where infrastructure master plans are not completed; or (2) as a prorata share of the cost of the infrastructure master plans that are already prepared and adopted, paid at the time of application. The latter fee shall be established by City Council resolution.
