Los Angeles — Commercial & Industrial Zones
The Los Angeles Commercial & Industrial Zones, explained in plain English with the controlling citations.
Last reviewed: July 6, 2026
Overview
Los Angeles’ legacy Zoning Code (Title 17, “LAMC Chapter 1”) maps ten core Commercial and Industrial base zones that control allowed uses and baseline site standards: the commercial series (C1, C1.5, C2, C4, C5) and the employment/production series (CM, MR1, M1, MR2, M2, M3). Zone boundaries are shown on the City’s official zoning maps, and each lot also carries a separate Height District that sets height and floor area; always read the zone together with its Height District. See the code overview and official mapping framework in § 12.04, including the rule that “each lot shall include a height district designation” — this is why your zone (e.g., C2) and its Height District (e.g., C2-2D) must be read as a pair. § 12.04 A, B, C
Key rule: The base zone controls uses; the Height District controls height and FAR. Before sketching anything, confirm both for your lot in the Zoning Map and Height District tables. § 12.04 C
For a code navigation refresher, start with the City’s own Los Angeles Zoning Code (Chapter 1). Height limits and FARs are on the separate Height Districts & FAR page. Parking ratios and loading stall rules live in Parking & Loading. If an overlay or special plan applies, see Overlay Districts and Design Review. Signs and business identification are addressed in Signage. Building permits must still meet the California Building Standards Code.

- Where it applies: Mapped M3 areas (e.g., port/industrial districts); check Height/FAR separately. § 12.04 C
Cross-cutting rules you’ll encounter
- Loading spaces are governed citywide in § 12.21 C.6; most C/M zones cross-reference it. § 12.14 C.4; § 12.17.1 C.5; § 12.17.5 C.3; § 12.18 D.5 (examples)
- Drive-through fast-food requires a conditional use when near residential in most C zones (not CR), with extra findings to protect neighbors. § 12.24 W.17 (C zones near A/R/RA)
- “Unified development” FAR averaging and residential density transfer are possible for C/M projects that form a single development, within limits. § 12.24 X.19 (summary in code text)
- Some entertainment and sensitive uses are limited by zone and often require approvals (e.g., dance halls, massage parlors). § 12.24 W.18 (zone lists)

Checklist
- Confirm the base zone (C or M) and the Height District for the parcel on the Zoning Map (LAMC § 12.04).
- Match your proposed use to the allowed use list for your zone (e.g., § 12.14 for C2, § 12.17.1 for CM, §§ 12.17.5–12.20 for MR/M).
- Verify yards/lot area where residential is included (common trigger: R4 or R5 standards). E.g., C2 and CM refer to R4; MR1/MR2 to R5 for dwellings. § 12.14 C; § 12.17.1 C; § 12.17.5 C–D; § 12.18 C–E
- Confirm parking and loading per § 12.21 and Parking & Loading. § 12.21 C.6 (loading) cross-refs appear across zones
- Check whether a conditional use or supplemental standards apply (e.g., drive-through near residential, entertainment uses). § 12.24 W.17–W.18
- Confirm any overlay/specific plan or design review triggers (Overlay Districts, Design Review).
- Coordinate permit submittals and plan review with LADBS; see Plan Check & Review.
- Ensure plans meet California Building Standards Code.
Risks & Ambiguities
| Issue | Why it matters | What to verify |
|---|---|---|
| Height/FAR not in zone text | Limits come from the Height District, not the zone’s use table | Confirm your Height District and any D/Q conditions; see Height Districts & FAR and § 12.04 C |
| Residential in C/M zones | Residential portions often trigger R4 or R5 standards and change yard/lot area | In C2/CM, apply R4 rules to residential portions; in MR1/MR2, apply R5 lot area where dwellings occur. § 12.14 C; § 12.17.1 C; § 12.17.5 C–D; § 12.18 C–E |
| Open storage | Many zones require full screening and limit where/how storage occurs | CM/industrial zones set height and enclosure for outdoor storage. See CM/MR/M1 rules and your specific zone text. § 12.17.1 C; § 12.17.5 D; § 12.17.6 A.6(b) |
| Drive-through near homes | Additional findings and potential denial if impacts aren’t mitigated | If in a C zone near A/R/RA, Zoning Administrator findings are required. § 12.24 W.17 |
| Entertainment/adult uses | Location limits and approvals vary by zone | Check § 12.24 W.18 listings for your zone before leasing. |
| Outside auto hoists | Banned in key commercial/industrial zones | Prohibited in C2, C4, C5, CM, M1. Confirm alternatives. (12.21 A summary) |
Plain-English Summary
Commercial zones in L.A. let you run shops, restaurants, and offices, with bigger districts like C2/C4/C5 allowing broader retail and some specialty uses. Industrial zones (CM/MR/M) range from light assembly to heavy industry; some allow limited housing or live/work, but residential areas inside these buildings must meet apartment-style yard and lot-area rules. Height and FAR come from the Height District, not the zone text, and you’ll still need to meet parking/loading and any overlay or conditional-use rules.
Information Gaps
- C1.5, C4, C5, M2, and M3: detailed yard/lot-area development standards did not surface in the retrieved excerpts. Not found in retrieved materials.
- M1: only the “front yard not required” clause (for MR1-permitted uses) is confirmed; other yard metrics not found in retrieved materials. Verify with the jurisdiction.

Frequently asked questions
What can I do by-right in a C2 lot in Los Angeles?
C2 allows a wide range of general commercial uses: all C1/C1.5 retail and services plus trades like carpenter or sheet metal shops, sign painting, tire shops (with standards), and restaurants (including entertainment). See § 12.14 A.1.(a)2–10.
Can I put apartments or live/work in the CM zone?
Yes, but only specific forms: CM permits shelters, joint living & work quarters, and R3-type residential (with R3/R4-style yard/lot-area rules applied to residential portions). See § 12.17.1 A.1 and § 12.17.1 C.
Do I need front yards in C2 or CM?
In C2, a front yard is not required; side/rear yards are also not required for buildings used exclusively for commercial. In CM, a front yard is not required; residential portions must meet R4 yards. See § 12.14 C.1–2 and § 12.17.1 C.1–4.
Are drive-through restaurants allowed near residential areas?
Only with a conditional use and added findings to protect neighbors when a C-zoned lot adjoins or faces A/R/RA zones (CR excluded). See § 12.24 W.17.
What’s the difference between M1, M2, and M3?
M1 is limited industrial with many commercial and light-industry uses (enclosed); M2 expands to more intense activities, including outdoor operations under limitations; M3 is the heaviest industrial with high-impact processes and regulated yards. See § 12.17.6 (M1), § 12.19 (M2), § 12.20 (M3).
Can I average FAR across multiple commercial parcels?
Possibly. The code allows floor area ratio averaging within a unified C/M development (subject to limits so the overall project stays within the Height District cap). See § 12.24 X.19 (summary).
Are outside auto hoists allowed in commercial corridors?
No. Outside automobile hoists are prohibited in C2, C4, C5, CM, and M1. See § 12.21 A (as referenced in code updates).
Do industrial zones require screening for outdoor storage?
Yes. CM/MR/M zones require outdoor storage to be fully enclosed/screened with specified wall/fence heights and gates; details vary by zone. See § 12.17.1 C; § 12.17.5 D; § 12.17.6 A.6(b).
