Key boxes, fire command center requirements, elevator keys and emergency responder communications
This hub summarizes the CFC sections that require, locate and equip key boxes, fire command centers, elevator keys and in‑building responder communications.

Overview
This hub covers the California Fire Code provisions that govern rapid-entry key boxes, fire command center design and equipment, elevator key and emergency-elevator provisions, and in‑building emergency responder communications enhancement systems. These topics are grouped in the Fire Service Features and Building Services chapters — see Chapter 5 (Fire Service Features) and Chapter 6 (Building Services and Systems), which list Sections §506, §508, §509 and §510 as well as elevator key requirements in §604.6 .
Key-box requirements (including UL 1037 listing, location, maintenance and special provisions for nonstandard elevator keys) are in §506. Fire command center sizing, separation and required features (annunciators, control panels, plans and the Building Information Card) are set out in §508. Elevator key and firefighter‑service key rules, access and owner responsibilities appear in §604.6, and in‑building emergency responder communications enhancement systems (ERCES) are required or regulated under §510 — all intended to ensure timely access, coordinated incident control and reliable radio/voice communications for responders .

CFC § 504.4 High relevance — show source text
504.4 Roof access. No person shall install or maintain any security barrier such as barbed wire fencing, razor wire fencing, chain link fencing or any other fencing material, cable, aerial, antenna or other obstruction on the roof of any commercial establishment in such a manner as to obstruct or render egress or access hazardous in the event of fire or other emergency.
Exception: Guy wire, rods and aerial antenna masts may be attached to a roof structure having a slope of less than 30 degrees provided there is full clearance of 7 feet or more between the roof and said obstruction. Guy wire or rods required to support aerial or antenna masts may be attached to a roof structure a lateral distance from the mast not in excess of one-sixth the height of the mast.
SECTION 505—PREMISES IDENTIFICATION
505.1 Address identification. New and existing buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than 4 inches (102 mm) high with a minimum stroke width of [1] / 2 inch (12.7 mm). Where required by the fire code official, address identification shall be provided in additional approved locations to facilitate emergency response. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. Address identification shall be maintained.
505.2 Street or road signs. Streets and roads shall be identified with approved signs. Temporary signs shall be installed at each street intersection when construction of new roadways allows passage by vehicles. Signs shall be of an approved size, weather resistant and be maintained until replaced by permanent signs.
SECTION 506—KEY BOXES
506.1 Where required. Where access to or within a structure or an area is restricted because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the fire code official is authorized to require a key box to be installed in an approved location. The key box shall be of an approved type listed in accordance with UL 1037, and shall contain keys to gain necessary access as required by the fire code official.
506.1.1 Locks. An approved lock shall be installed on gates or similar barriers where required by the fire code official.

506.1.2 Key boxes for nonstandardized fire service elevator keys. Key boxes provided for nonstandardized fire service elevator keys shall comply with Section 506.1 and all of the following:
The key box shall be compatible with an existing rapid entry key box system in use in the jurisdiction and approved by the fire code official.
The front cover shall be permanently labeled with the words “FIRE DEPARTMENT USE ONLY—ELEVATOR KEYS.”
The key box shall be mounted at each elevator bank at the lobby nearest to the lowest level of fire department access.
The key box shall be mounted 5 feet 6 inches (1676 mm) above the finished floor to the right side of the elevator bank.

SECTION 506—KEY BOXES
506.1 Where required. Where access to or within a structure or an area is restricted because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the fire code official is authorized to require a key box to be installed in an approved location. The key box shall be of an approved type listed in accordance with UL 1037, and shall contain keys to gain necessary access as required by the fire code official.

506.1.2 Key boxes for nonstandardized fire service elevator keys. Key boxes provided for nonstandardized fire service elevator keys shall comply with Section 506.1 and all of the following:
The key box shall be compatible with an existing rapid entry key box system in use in the jurisdiction and approved by the fire code official.

The key box shall be mounted 5 feet 6 inches (1676 mm) above the finished floor to the right side of the elevator bank.
Contents of the key box are limited to fire service elevator keys. Additional elevator access tools, keys and information pertinent to emergency planning or elevator access shall be permitted where authorized by the fire code official.
In buildings with two or more elevator banks, a single key box shall be permitted to be used where such elevator banks are separated by not more than 30 feet (9144 mm). Additional key boxes shall be provided for each individual elevator or elevator bank separated by more than 30 feet (9144 mm).
Exception: A single key box shall be permitted to be located adjacent to a fire command center or the nonstandard fire service elevator key shall be permitted to be secured in a key box used for other purposes and located in accordance with Section 506.1.
506.2 Key box maintenance. The operator of the building shall immediately notify the fire code official and provide the new key where a lock is changed or rekeyed. The key to such lock shall be secured in the key box.
SECTION 507—FIRE PROTECTION WATER SUPPLIES
507.1 Required water supply. An approved water supply capable of supplying the required fire flow for fire protection shall be provided to premises on which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction.
507.2 Type of water supply. A water supply shall consist of reservoirs, pressure tanks, elevated tanks, water mains or other fixed systems capable of providing the required fire flow.
507.2.1 Private fire service mains. Private fire service mains and appurtenances shall be installed in accordance with NFPA 24 as amended in Chapter 80.
507.2.2 Water tanks. Water tanks for private fire protection shall be installed in accordance with NFPA 22.
507.3 Fire flow. Fire-flow requirements for buildings or portions of buildings and facilities shall be determined by an approved method or Appendix B.

CFC § 604.5.2 High relevance — show source text
604.5.2 Occupant evacuation elevators and lobbies. Where occupant evacuation elevators are provided in accordance with Section 3008 of the California Building Code, occupant evacuation elevator fire protection and safety features shall be maintained and lobbies required by Section 3008 of the California Building Code shall be maintained free of storage and furniture.
604.5.3 Storage within elevator lobbies. Where hoistway opening protection is required by Section 3006.2 of the California Building Code, elevator lobbies shall be maintained free of storage.
604.5.4 Water protection of hoistway enclosures. Methods to prevent water from infiltrating into a hoistway enclosure required by Sections 3007.3 and 3008.3 of the California Building Code shall be maintained.
604.6 Elevator keys. All elevators shall be provided with elevator car door and firefighter service keys in accordance with Sections 604.6.1 through 604.6.2.4.
604.6.1 Elevator key location. Keys for the elevator car doors and firefighter service keys shall be kept in an approved location for immediate use by the fire department.
604.6.2 Standardized fire service elevator keys. Buildings with elevators equipped with Phase I emergency recall, Phase II emergency in-car operation, or a fire service access elevator shall be equipped to operate with a standardized fire service elevator key approved by the fire code official or a standardized key in accordance with ASME A17.1/CSA B44.
Exception: The owner shall be permitted to place the building’s nonstandardized fire service elevator keys in a key box installed in accordance with Section 506.1.2.
604.6.2.1 Requirements for standardized fire service elevator keys. Standardized fire service elevator keys shall comply with all of the following:
- All fire service elevator keys within the jurisdiction shall be uniform and approved in accordance with Section 604.6.2. Keys shall be cut to a uniform key code.
- Fire service elevator keys shall be of a patent-protected design to prevent unauthorized duplication.
- Fire service elevator keys shall be factory restricted by the manufacturer to prevent the unauthorized distribution of key blanks. Uncut key blanks shall not be permitted to leave the factory.
- Fire service elevator keys subject to these rules shall be engraved with the words “DO NOT DUPLICATE.”

604.6.2.2 Access to standardized fire service keys. Access to standardized fire service elevator keys shall be restricted to the following:
Elevator owners or their authorized agents.
Elevator contractors.
Elevator inspectors of the jurisdiction.
Fire code officials of the jurisdiction.
The fire department and other emergency response agencies designated by the fire code official.
604.6.2.3 Duplication or distribution of keys. A person shall not duplicate a standardized fire service elevator key or issue, give, or sell a duplicated key unless in accordance with this code.
604.6.2.4 Responsibility to provide keys. The building owner shall provide up to three standardized fire service elevator keys where required by the fire code official, upon installation of a standardized fire service key switch or switches in the building.

CFC § 1010.2.12.1. High relevance — show source text
- Elevator emergency or standby power selector switch(es) in accordance with ASME A17.1/CSA B44. 19. A master switch for unlocking elevator lobby doors permitted by Section 1010.2.12.1.
508.1.7 Fire command center identification. The fire command center shall be identified by a permanent, easily visible sign stating “FIRE COMMAND CENTER” located on the door to the fire command center.
508.1.8 Ventilation. The fire command center shall be provided with an independent ventilation or air-conditioning system.
SECTION 509—FIRE PROTECTION AND UTILITY EQUIPMENT IDENTIFICATION AND ACCESS
509.1 Identification. Fire protection equipment shall be identified in an approved manner. Rooms containing controls for air-conditioning systems or fire protection systems shall be identified for the use of the fire department. Approved signs required to identify fire protection system equipment and equipment location shall be constructed of durable materials, permanently installed and readily visible.
509.1.1 Utility identification. Where required by the fire code official, gas shutoff valves, electric meters, service switches and other utility equipment shall be clearly and legibly marked to identify the unit or space that it serves. Identification shall be made in an approved manner, readily visible and shall be maintained.
509.2 Equipment access. Approved access shall be provided and maintained for all fire protection system equipment to permit immediate safe operation and maintenance of such equipment. Storage, trash and other materials or objects shall not be placed or kept in such a manner that would prevent such equipment from ready access.
SECTION 510—EMERGENCY RESPONDER COMMUNICATIONS ENHANCEMENT SYSTEMS
510.1 Emergency responder communications enhancement systems in new buildings. Approved in-building emergency responder communications enhancement system (ERCES) for emergency responders shall be provided in all new buildings. In-building ERCES within the building shall be based on the existing coverage levels of the public safety communications systems utilized by the jurisdiction, measured at the exterior of the building. The ERCES, where required, shall be of a type determined by the fire code official and the frequency license holder(s). This section shall not require improvement of the existing public safety communications systems.
Exceptions:
- Where approved by the building official and the fire code official, a wired communications system in accordance with Section 907.2.13.2 shall be permitted to be installed or maintained instead of an approved communications coverage system.
- Where it is determined by the fire code official that the communications coverage system is not needed.
- In facilities where emergency responder communications coverage is required and such systems, components or equipment required could have a negative impact on the normal operations of that facility, the fire code official shall have the authority to accept an automatically activated emergency responder communications coverage system.
- One-story buildings not exceeding 12,000 square feet (1115 m [2] ) with no below-ground area(s).
510.2 Emergency responder communications enhancement system in existing buildings. Existing buildings shall be provided with approved in-building emergency responder communications enhancement system for emergency responders as required in Chapter 11.
510.3 Permits. Permits for in-building emergency responder communications enhancement systems shall be in accordance with Sections 510.3.1 and 510.3.2.
510.3.1 Permit required. A construction permit for the installation of or modification to in-building emergency responder communications enhancement systems and related equipment is required as specified in Section 105.6.5. Maintenance performed in accordance with this code is not considered a modification and does not require a permit.

604.6.2.2 Access to standardized fire service keys. Access to standardized fire service elevator keys shall be restricted to the following:

The fire department and other emergency response agencies designated by the fire code official.
604.6.2.3 Duplication or distribution of keys. A person shall not duplicate a standardized fire service elevator key or issue, give, or sell a duplicated key unless in accordance with this code.
604.6.2.4 Responsibility to provide keys. The building owner shall provide up to three standardized fire service elevator keys where required by the fire code official, upon installation of a standardized fire service key switch or switches in the building.
604.6.3 Shunt trip. Where elevator hoistways or elevator machine rooms containing elevator control equipment are protected with automatic sprinklers, a means installed in accordance with NFPA 72, Section 21.4, Elevator Shutdown, shall be provided to automati- cally disconnect the main line power supply to the affected elevator prior to the application of water. This means shall not be self- resetting. The activation of sprinklers outside the hoistway or machine room shall not disconnect the main line power supply.
604.6.4 Emergency hoistway venting. Elevator hoistways containing the driving machine shall be provided with a means for vent- ing smoke and hot gases to the outer air in case of fire.
604.6.4.1 Location of vents. Vents shall be located at the top of the hoistway and shall open either directly to the outer air or through noncombustible ducts to the outer air.
604.6.4.2 Area of vents. Except as provided for in Section 3003.1.4.4 of the California Building Code, the area of the vents shall be not less than 3½ percent of the area of the hoistway nor less than 3 square feet (0.28 m [2] ) for each elevator car.

In the main return air and exhaust air plenum of each air-conditioning system having a capacity greater than 2,000 cubic feet per minute (cfm) (0.94 m [3] /s). Such detectors shall be located in a serviceable area downstream of the last duct inlet.
At each connection to a vertical duct or riser serving two or more stories from a return air duct or plenum of an airconditioning system. In Group R-1 and R-2 occupancies, a smoke detector is allowed to be used in each return air riser carrying not more than 5,000 cfm (2.4 m [3] /s) and serving not more than 10 air-inlet openings.
[F] 907.2.13.2 Fire department communication system. Where a wired communication system is approved in lieu of an inbuilding two-way emergency responder communication coverage system in accordance with Section 510 of the California Fire Code, the wired fire department communication system shall be designed and installed in accordance with NFPA 72 and shall operate between a fire command center complying with Section 911, elevators, elevator lobbies, emergency and standby power rooms, fire pump rooms, areas of refuge and inside interior exit stairways. The fire department communication device shall be provided at each floor level within the interior exit stairway.
[F] 907.2.13.3 Multiple-channel voice evacuation. In buildings with an occupied floor more than 120 feet (36 576 mm) above the lowest level of fire department vehicle access, voice evacuation systems for high-rise buildings shall be multiple-channel systems.
[F] 907.2.14 Atriums connecting more than two stories. A fire alarm system shall be installed in occupancies with an atrium that connects more than two stories, with smoke detection installed in locations required by a rational analysis in Section 909.4 and in accordance with the system operation requirements in Section 909.17. The system shall be activated in accordance with Section 907.5. Such occupancies in Group A, E or M shall be provided with an emergency voice/alarm communication system complying with the requirements of Section 907.5.2.2.
[F] 907.2.15 High-piled combustible storage areas. An automatic smoke detection system shall be installed throughout highpiled combustible storage areas where required by Section 3206.5 of the California Fire Code .
[F] 907.2.16 Aerosol storage uses. Aerosol product rooms and general-purpose warehouses containing aerosol products shall be provided with an approved manual fire alarm system where required by the California Fire Code .
[F] 907.2.17 Lumber, wood structural panel and veneer mills. Lumber, wood structural panel and veneer mills shall be provided with a manual fire alarm system.
[F] 907.2.18 Underground buildings with smoke control systems. Where a smoke control system is installed in an underground building in accordance with this code, automatic smoke detectors shall be provided in accordance with Section 907.2.18.1.
[F] 907.2.18.1 Smoke detectors. Not fewer than one smoke detector listed for the intended purpose shall be installed in all of the following areas:
Mechanical equipment, electrical, transformer, telephone equipment, elevator machine or similar rooms.
Elevator lobbies.
CFC § 506.1. High relevance — show source text
- In buildings with two or more elevator banks, a single key box shall be permitted to be used where such elevator banks are separated by not more than 30 feet (9144 mm). Additional key boxes shall be provided for each individual elevator or elevator bank separated by more than 30 feet (9144 mm).
Exception: A single key box shall be permitted to be located adjacent to a fire command center or the nonstandard fire service elevator key shall be permitted to be secured in a key box used for other purposes and located in accordance with Section 506.1.
506.2 Key box maintenance. The operator of the building shall immediately notify the fire code official and provide the new key where a lock is changed or rekeyed. The key to such lock shall be secured in the key box.
SECTION 507—FIRE PROTECTION WATER SUPPLIES
507.1 Required water supply. An approved water supply capable of supplying the required fire flow for fire protection shall be provided to premises on which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction.
507.2 Type of water supply. A water supply shall consist of reservoirs, pressure tanks, elevated tanks, water mains or other fixed systems capable of providing the required fire flow.
507.2.1 Private fire service mains. Private fire service mains and appurtenances shall be installed in accordance with NFPA 24 as amended in Chapter 80.
507.2.2 Water tanks. Water tanks for private fire protection shall be installed in accordance with NFPA 22.
507.3 Fire flow. Fire-flow requirements for buildings or portions of buildings and facilities shall be determined by an approved method or Appendix B.
507.4 Water supply test. The fire code official shall be notified prior to the water supply test. Water supply tests shall be witnessed by the fire code official or approved documentation of the test shall be provided to the fire code official prior to final approval of the water supply system.
507.5 Fire hydrant systems. Fire hydrant systems shall comply with Sections 507.5.1 through 507.5.6 and Appendix C or by an approved method.
507.5.1 Where required. Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official.
Exception: For Group R-3 and Group U occupancies, equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3, the distance requirement shall be not more than 600 feet (183 m).
507.5.1.1 Hydrant for standpipe systems. Buildings equipped with a standpipe system installed in accordance with Section 905 shall have a fire hydrant within 100 feet (30 480 mm) of the fire department connections.
Exception: The distance shall be permitted to exceed 100 feet (30 480 mm) where approved by the fire code official.

Frequently asked questions
Where does the CFC require a key box and what must it contain?
The fire code official can require a key box where access is restricted or immediate access is needed; the box must be an approved UL 1037 type and contain keys to gain necessary access (see §506.1), with maintenance and rekeying notification requirements in §506.2 .
What must a fire command center include?
A fire command center must meet size and separation rules and contain required systems and displays such as the emergency voice/alarm control unit, fire department communications, elevator annunciators, system status indicators and a Building Information Card with building plans and contacts (see §508.1.3–.6) .
Who keeps elevator firefighter service keys and what if keys are nonstandard?
Buildings with standardized fire service elevator keys must provide controlled access and the owner must provide up to three keys when required; nonstandard keys may instead be secured in a key box meeting §506.1.2 requirements (see §604.6 and §506.1.2) .
