Sec. 5-13.01. - Registration required; renewal fee.¶
Any person soliciting, canvassing, or taking orders from house to house or from place to place in the City for any goods, wares, merchandise, or article to be delivered in the future, or for services to be performed in the future, which solicitation or service shall be an operation within interstate commerce in the United States, shall not be required to pay any license fee as provided by Chapter 4 of Title 3 of this Code, but each such person is hereby required to register with the City Clerk before engaging in any such soliciting or canvassing and shall, if continuously so engaged within the City, renew such registration on each January 1 thereafter and pay a fee in the amount of $10 for each such registration or renewal.

Sec. 5-13.02. - Registration form.¶
Such registration shall be on a form prescribed by the Police Chief and shall, as a minimum, state and contain the following information:
(a) The name of the applicant;
(b) His business address and telephone number and home address and telephone number;
(c) A description of the applicant;
(d) A declaration of his or her arrest record;
(e) The names of three Yuba City property owners to be used as character references;
(f) The name and address of the company represented;
(g) His last business address; and
(h) The type of merchandise, the location of merchandise, how payment is to be made, whether or not a contract is to be used, and, if so, a blank copy of the contract attached to the application.

Sec. 5-13.03. - Fingerprinting and photographing required.¶
Prior to registration with the City Clerk or obtaining the required business license, all persons engaged in soliciting, canvassing, or taking orders from house to house or from place to place for wares, merchandise, or any article to be delivered in the future, or for services to be performed in the future, shall be fingerprinted and photographed by the Police Department at a cost to each solicitor or person of $1.50.

Sec. 5-13.04. - Transmittal of fingerprint cards.¶
It shall be the duty of the Police Chief to forward copies of the fingerprint cards to both the Federal Bureau of Investigation and the California Bureau of Criminal Identification and Investigation for verification of the applicant's criminal record.

Sec. 5-13.05. - Return of fingerprint verification.¶
No person shall proceed to solicit or canvass until verification has been returned by the Federal Bureau of Investigation and the California Bureau of Criminal Identification and Investigation.

Sec. 5-13.06. - Renewal of registration; fingerprinting required.¶
Upon re-application for a license to solicit or canvass, the applicant shall be fingerprinted and shall not be permitted to solicit or canvass until verification is received.

Sec. 5-13.07. - Prior arrests and convictions of applicant.¶
(a) Any person having been arrested for a felony or two misdemeanor offenses, either in or out of the State, shall not be issued a license or be permitted to solicit.
(b) Any person having been convicted of any misdemeanor mentioned in Penal Code § 290 shall not be issued a license or registration.

Sec. 5-13.08. - Failure to register.¶
Any person who fails, neglects, or refuses to register as required by the provisions of this chapter shall be guilty of a misdemeanor.
