Solid Waste and Recycling Materials Storage

17.34.010 Purpose and Applicability,

  1. Emergency Generators During Public Safety Power Shutoff (PSPS). Emergency generators when used during a power deenergization event, Public Safety Power Shutoff (PSPS), or unscheduled blackout or power outage shall be exempt from the provisions of this section. Upon restoration of power, the use of an emergency generator shall cease. [Source: NEW]

  2. Testing of Emergency Generators. Periodic testing of emergency generators for health and medical facilities as required by the California Code of Regulations, Title 22, Division 5. [Source: NEW]

17.32.080 Odor.

No obnoxious odor or fumes shall be emitted that are perceptible without instruments by a reasonable person at the property line of the parcel. [Source: 17.20.030.G]

17.32.090 Radioactivity, Electrical Disturbance or Electromagnetic Interference.

None of the following shall be emitted: [Source: 17.20.030.H]

  • A. Radioactivity, in a manner that does not comply with all applicable State and Federal regulations; or [Source: 17.20.030.H.1]

  • B. Electrical disturbance or electromagnetic interference that interferes with normal radio or television reception or with the function of other electronic equipment beyond the property line of the site; or that does not comply with all applicable Federal Communications Commission (FCC) and other applicable State and Federal regulations. This chapter provides standards which recognize the Town's support for and compliance with the California Solid Waste Reuse and Recycling Access Act (Public Resources Code Sections 42900 through 42911). These requirements apply to new nonresidential development and multi-unit dwelling projects, or changes to existing development that increase gross floor area by twenty-five (25) percent or more. 17.34.020 Extent of Storage Area Required.

Solid waste and recyclables storage areas shall be provided in the number, dimensions, and types required by State and local regulations, and the waste hauler. Additional storage areas may be required, as deemed necessary by the Director. [Source: 17.20.080.C]

17.34.030 Enclosure Requirements.

  • A. Design. Trash and recycling areas shall be covered and fully enclosed by a six-foot high masonry wall or other solid enclosure that is architecturally compatible with adjacent structures in terms of color, materials, scale, and architectural style. The trash area cover shall be high enough to allow clearance for opening dumpsters. A drain within the trash enclosure is not required. However, if one (1) is installed, it must connect to the sanitary sewer system. A trash area drain cannot connect to the storm drain system.

  • B. Gates and Screening. Gates shall be provided, be a solid material to provide screening, and maintained in continual working order.

  • C. Landscaping. Landscaping shall be provided to soften and screen the enclosure in compli-

  • D. Staging Rooms and Chutes. Indoor staging rooms and multi-level chutes shall provide

source separation for all material types as required by state and local regulations, and on each level of the development to adequately serve the total number of units.
