12.24.010 - Definitions.¶
For purposes of this chapter, the following definitions shall apply:
A. "Human-powered device" is any combination of wheel or wheels, platform or frame, constructed in such a manner that permits a person to sit or stand upon or astride such device, which is propelled only by human power, and which is not: (1) otherwise defined in this section; or (2) defined as a bicycle by California Vehicle Code Section 231.
B. "Roller skate" is a shoe, or a device to be affixed to a shoe, with a wheel or set of wheels attached for skating or skiing across a relatively level surface.
C. "Sidewalk" shall be as defined by California Vehicle Code Section 555.
D. "Skateboard" is any vehicle, device or conveyance with any number of wheels, with a riding surface of any design, upon which a person may place one or more feet, and which is designed to be, or can be, propelled by human power, and which is not defined as bicycle by California Vehicle Code Section 231.

12.24.020 - Prohibitions.¶
It shall be unlawful for any person to:
A. Ride, operate or propel a skateboard, roller skates or other human-powered device on any public street or alley in the city;
B. Ride, operate or propel a skateboard, roller skates or other human-powered device on any sidewalk during the time from sunset until sunrise;
C. Ride, operate or propel a skateboard, roller skates or other human-powered device on any sidewalk in the city in an unsafe or reckless manner which could reasonably be expected to result in injury to a person or damage to property, or in such a manner as to interfere with or pose a hazard to pedestrian traffic;
D. While riding, operating or propelling a skateboard, roller skates or other human-powered device, hold or otherwise attach himself to any moving motor vehicle; or
E. Operate a moving motor vehicle while a person is holding onto or otherwise attached to such vehicle while riding, operating or propelling a skateboard, roller skates or other human-powered device.

12.24.030 - Penalty.¶
Any violation of this chapter shall be an infraction, punishable as provided in Section 1.12.030.
