10.16.100 - Parking time limited on certain designated streets during certain designated periods.¶
When signs are erected giving notice thereof, parking shall be limited as specified per authorized signs or curb markings.
A. Twenty-minute parking.
Green curb markings means no standing or parking for a period of time longer than twenty minutes at any time between nine a.m. and six p.m. on any day except Sundays and holidays
When the authorized signs or curb markings are in place on any street or part of a street lying and being within the central traffic district, giving notice of a twenty-minute parking limitation, then no person shall stop, stand or park any vehicle in such street or part of a street between the hours of nine a.m. and six p.m. on any Tuesday, Wednesday, Thursday or Saturday, nor shall they stop, stand or park any vehicle in any such street between the hours of nine a.m. and nine p.m. on any Monday or Friday for a period of time longer than indicated by the signs or curb markings.
B. Two-hour parking.
When authorized signs or curb markings are in place giving notice thereof, no operator of any vehicle shall stop, stand or park the vehicle on any portion of any public street for a period of time longer than indicated by such signs or curb markings.
The Parking and Transportation Commission, by resolution, may limit parking on all or any portion of any public street during any day, and during any hour of any day. When the Parking and Transportation Commission by resolution sets a limit on the amount of time that a vehicle may stop, stand, or park on any portion of the public street, the commission will cause signs to be erected at the appropriate portions of the affected public streets. The signs shall conform to all the requirements for parking limitations signs set forth in the California Vehicle Code.
This section shall be enforced by the Whittier Police Department.
Any violation of this section shall be an infraction.

10.16.120 - Parking time unlimited for metered parking areas.¶
When signs are erected giving notice of metered parking areas as specified per Section 10.16.310 herein, parking time shall be unlimited.

10.16.130 - Successive acts of parking.¶
On any day, successive acts of parking within a distance of three hundred feet when the vehicle is moved merely for the purpose of avoiding the parking limitations prescribed by this chapter shall be deemed a single act of parking within the meaning of this chapter, subject to the longest parking limitation applicable to the portion of the public parking lot, street or streets lying between the parking spaces so used. Successive acts of parking on any given day shall create a rebuttable presumption that the parking is done with intent to circumvent the provisions of this chapter.

10.16.135 - Removal of chalk marks.¶
Any person who intentionally removes, obliterates or conceals any chalk mark or other distinctive mark or indicator used by any police officer or other employee of the city in connection with the enforcement of the parking regulations of this title, is guilty of an infraction.

10.16.140 - All-night parking prohibited.¶
A. When the proper signs are erected giving notice thereof, no person shall stop, stand or park a vehicle on any street for a period of time longer than thirty minutes between the hours of two a.m. and six a.m. of any day.
B. In addition to the provisions of subsection A of this section, and regardless of the erection of any sign giving notice, no person shall stop, stand or park any vehicle with a gross weight of six thousand pounds or more on any street or alley in the city for a period of time longer than thirty minutes between the hours of two a.m. and six a.m. of any day.
C. This section shall not apply to any emergency vehicle or a vehicle owned by any state or governmental agency, or any public utility, actually engaged in making an emergency stop, nor shall it apply to any vehicle owned by a licensed physician while engaged in making professional calls.

10.16.150 - Nonprofit organizations exempt by permit.¶
A. A vehicle may be parked overtime contrary to the provisions of this chapter when the vehicle is owned, operated, maintained and used solely for the purposes of a nonprofit organization and when the vehicle is parked in a space on a public street overtime and contrary to the provisions of this chapter pursuant to a permit granted by the parking and transportation commission of the city. An application for a permit to overpark may be filed with the parking and traffic commission or the secretary thereof requesting a permit for the overparking. The application shall contain the following information:
The location of the space where the vehicle proposes to overpark;
The time during which the overparking will take place;
The name of the organization seeking the overparking privilege with a statement of the purposes and activities of the organization, together with proof that it is a nonprofit organization;
The general character of the advertising on the vehicle to be overparked;
Such other information as the parking and traffic commission may require to be put in the application.
B. The parking and transportation commission upon receipt of the application shall hear and determine the application and may grant or deny a permit in whole or in part. A permit may be granted upon the terms and conditions which the parking and transportation commission deems advisable for the protection of the public peace, health and safety of the citizens of the city. Full power and authority to hear and determine the applications and to grant or deny permits is conferred upon the parking and transportation commission by the city council. The parking and transportation commission shall adopt such rules and regulations as it deems necessary for the hearing of the applications and the granting or denying of a permit. A copy of the rules and regulations shall be filed with the city clerk and may be furnished to any person seeking to file an application.
C. If a permit is granted, it shall be conspicuously displayed on or about the vehicle granted the privilege of overparking and thereafter the vehicle may overpark notwithstanding the provisions of this chapter so long as the overparking is in accordance with the terms and conditions of the permit granted by the parking and transportation commission.

10.16.155 - Military veteran parking.¶
A. Pursuant to Section 22511.3 of the California Vehicle Code, a military veteran displaying special license plates issued under VC 5101.3, 5101.4, 5101.5, 5101.6, or 5101.8, may park his/her motor vehicle, weighing not more than six thousand pounds gross weight, without charge, in a metered parking space.
B. This section does not exempt a vehicle meeting the requirements in subdivision A from compliance with any other state law or local ordinance, including but not limited to vehicle height restrictions, zones that prohibit stopping, parking or standing of all vehicles, parking time limitations, and street sweeping.

10.16.160 - Funeral zones.¶
No operator of any vehicle shall stop, stand or park the vehicle for any period of time longer than is necessary for the loading or unloading of passengers and not to exceed three minutes at any place between the limit markers or signs placed within the projected real property boundaries of any undertaking establishment, private residence, or any public or private place at any time during or within forty minutes prior to the beginning of any funeral or funeral service, unless the operator of the vehicle is directed by or has received permission from the director or any other person in charge of the funeral or funeral service to park the vehicle in such place; provided, that the director or person in charge has placed and maintained prior to and during the time limit specified in this section two approved portable signs, one at each extremity of the place, upon the sidewalk or pavement area and within two feet of the curb.

10.16.170 - Parking of vehicles in stalls for electric charging purposes.¶
A. Pursuant to California Vehicle Code Section 22511, the city hereby designates certain stalls and spaces in city-owned off-street parking facilities to be for the exclusive purpose of parking and charging a vehicle that is connected for electric charging purposes.
B. The city engineer, or director of public works, are authorized to post signs in accordance with California Vehicle Code Section 22511(d)(1) at certain stalls and spaces in city-owned off-street parking facilities that require vehicles parked in such stalls and spaces to be connected for electric charging purposes.
C. In accordance with California Vehicle Code Section 22511(c)(1), the city may cause for removal and towing of a vehicle parked in a space or stall that is posted for electric charging purposes that a not connected for electric charging purposes.
D. The section does not interfere with other or existing laws allowing the city to regulate parking in city-owned off-street parking facilities within the city.
