10.04.010 - Definitions.¶
A. Whenever any words or phrases used in this title are not defined in this section, but are now defined in the Vehicle Code, such definitions are incorporated in this section and shall be deemed to apply to the words and phrases used in this title as though set forth in this section in full.
B. The following words and phrases, when used in this title, shall, for the purpose of this title, have the meaning respectively ascribed to them in this section:
Alley. Any public street twenty-five feet or less in width and running between or over property lines and at the rear of lots facing upon a public street is an alley.
Central Traffic District. All that area bounded by Hadley Street on the north, Painter Avenue on the east, Penn Street on the south, and Pickering Avenue on the west, is designated the central traffic district.
Holidays. Within the meaning of this title, holidays include municipal holidays as set forth by resolution of the city council and all official California state and federal holidays.
Loading Zone. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials is a loading zone.

Parkway. "Parkway" means that portion of a street other than a roadway or a sidewalk.
Passenger Loading Zone. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers is a passenger loading zone.

Person. "Person" means as defined in subsection 21 of Section 1.04.220.
Police Officer. "Police officer" means every officer of the police department of the city or any person authorized to direct or regulate traffic or to make arrests for violation of traffic regulations.

Stop or Stand. "Stop or stand," when prohibited, means stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic-control device.
Traffic Signals. "Traffic signals" include all power-operated traffic-control devices, except flasher, signs and markings by which traffic is warned or is directed to take some specific action.
Vehicle Code. "Vehicle Code" means the Vehicle Code of the state.

10.04.020 - Bicycles and animals.¶
Every person riding a bicycle or riding or driving an animal upon a highway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this title, except those provisions which by their very nature can have no application.

10.04.030 - Resolution continued.¶
Resolutions heretofore adopted establishing boulevards, stop intersections, limited parking areas, passenger loading zones, loading zones, bus zones, taxicab stands, crosswalks, prohibited parking at specific places, and parking meter zones are continued in full force and effect until changed or repealed in the manner prescribed by this code for the establishing of such regulations.

10.04.040 - Penalty for violation.¶
Any person violating any of the provisions of this title shall be guilty of an infraction and upon conviction thereof shall be punished as provided in Chapter 1.08 of this code.
