§ 19.75.010. General requirements.

A building or grouping of buildings containing six or more businesses, offices or other uses (commonly understood to be a shopping center or business park) shall be required to submit and have approved a master sign program prior to the issuance of the first sign permit for the building or group of buildings. No permit shall be issued for an individual sign requiring a permit on a site with six or more businesses, offices or other uses unless, and until, a master sign program for the property on which the sign will be erected has been approved by the planning commission. Owners of two or more contiguous lots or the owner of a single lot with more than one building may file with the city a master sign program conforming to the provisions of this chapter.

§ 19.75.020. Required information.

A master sign program shall contain the following:

A. An accurate plot plan of the lot, at such a scale as the planning department may require.

B. Location of buildings, parking lots, driveways and landscaped areas on the lot.

C. Computation of the maximum total sign area, the maximum area for individual signs, the height and location of all signs on buildings.

D. An accurate indication on the plot plan of the proposed location of each present and future sign of any type, whether requiring a permit or not.

E. Location, size, height, dimension, materials, lighting, color scheme, and graphic/lettering style for each sign.

F. Any additional information or materials necessary for the processing and review of the master sign program application as deemed necessary or appropriate by the planning director and building official.

§ 19.75.030. Permitting/approval procedures.

A. A master sign program application shall be processed, considered and decided by the planning commission pursuant to the same procedures as applicable to city architectural review permit applications. For new building construction, the master sign program application may be incorporated as part of the architectural review permit of the overall development project. Otherwise, a master sign program application involving new building construction shall not be submitted until after city approval of the architectural review for the overall development project.

B. The planning commission shall approve, conditionally approve or deny the master sign program application. The planning commission shall not approve the master sign program application unless it makes the following findings:

  1. The master sign program application complies and is consistent with the provisions and intent of this title;

  2. The master sign program application is in harmony with, and visually related to, the buildings within the master sign program application and the surrounding development and environment;

  3. The master sign program application is consistent with the general plan and city design review guidelines; and

  4. If applicable, the master sign program application is consistent with the approved specific plan for the area and/or approved development project architectural review.

C. If the planning commission finds that the master sign program application does not satisfy one or more of the criteria in subsection B of this section, then it shall deny the application. The decision of the planning commission may be appealed to the city council in accordance with Chapter 18.82. Approval of a master sign program does not waive the sign permit requirements for individual signs. The city shall deny any sign permit application not in conformance with the approved master sign program.

§ 19.75.040. Freestanding/monument signs.

The master sign program shall address shared or common usage of a freestanding sign. One freestanding sign is permitted, not to exceed two hundred square feet or twenty-five feet in height, subject to sign area calculation for the particular zone.
