§ 19.55.020. Temporary signs—Where permitted.¶
Temporary signs, other than those specifically prohibited, may be erected subject to the provisions contained in this chapter. Such signs shall not be placed in the public right-of-way and shall be placed so as not to create a safety hazard.

§ 19.55.040. Area—Attachment to ground.¶
No temporary sign shall exceed sixty square feet in area or six feet in height. Any such sign shall not be fastened to the ground. Placement by means of a stake driven in the earth shall not be considered to be fastened to the ground.

§ 19.55.050. Term of placement.¶
Temporary signs may remain in place for: (A) a period not exceeding ninety days within a calendar year, displayed either consecutively, or displayed for three thirty-day periods, separated by at least three months, or (B) ninety days prior to, and ten days after, any national, state or local election.

§ 19.55.060. Cloth/tension fabric—Support.¶
A. Every temporary cloth sign shall be supported and attached with wire rope of three-eighths-inch minimum diameter. No strings, fiber ropes or wood slats shall be permitted for support or anchorage purposes. Cloth signs and panels shall be perforated over at least ten percent of their area to reduce wind resistance.
B. Temporary cloth signs over private property not exceeding fifty square feet shall be supported and attached with wire rope or other equivalent which meets the requirements.

§ 19.55.070. Cloth/tension fabric—Over public street.¶
A. Cloth signs may extend over public right-of-way, subject to a city-approved encroachment permit. Such signs, when extended over a public right-of-way, shall maintain a minimum clearance of twenty feet above finished grade, and shall be mounted with breakaway hangers. Seasonal cloth signs may hang from a pole with prior approval from the owner of the pole and by the planning director/building official as to location, safety and period of display.
B. Cloth signs may extend across a public right-of-way pursuant to a city-approved encroachment permit, and shall be subject to all related laws and ordinances.

§ 19.55.080. Noncloth—Projection over public property or beyond setback lines.¶
Temporary signs, other than cloth, shall not project more than six inches over public right-of-way or beyond the legal setback line.

§ 19.55.090. Special event signs.¶
Special event signs in excess of the maximum permissible sign area may be erected as part of a public parade, public event or public celebration; provided, however, that the erection of such signs shall be approved by the planning director/building official as to location, safety and period of display.
