§ 13.36.010. Rates—Computation.¶
A. Each landowner shall pay for all water sold, supplied, distributed or transported to or for the occupiers of land inside or outside the city limits, water service rates and charges as fixed and established by resolution of the council adopted from time to time.
B. For water furnished to each parcel of land outside the city limits, the monthly charge shall be an amount equal to one and one-half times the amount of the charge if the premises were located within the city limits.
C. Water service shall be charged for not less than one-half calendar month. Service starting before the fifteenth day of the month shall be considered a full month and a full month charged.

§ 13.36.020. Responsibility for payment.¶
The owner of real property or a tenant, if the tenant meets the city's requirements, served by the city shall be charged with and shall be personally responsible for the water bills incurred for water service to such property.

§ 13.36.030. Connection fee payments.¶
The fees to be charged by the city for connection of water service to the city's water mains shall be paid prior to connection. New service connection fees shall be as adopted by resolution of the council from time to time.

§ 13.36.040. Service replacement charges.¶
Defective services will replaced at computed cost. Deposit for the replacement shall be as set by resolution of the city council.
