§ 19.20.010. Ownership information.

Every sign erected, altered or relocated after the effective date of the ordinance codified in this title shall have affixed in a conspicuous place in order to be readily visible, a coded sticker issued by the city planning department for tracking purposes. Information including the date of erection, alteration or relocation, the permit number and the voltage of any electrical apparatus used in connection therewith and the name, address and telephone number of the sign owner shall be kept on file in the Wheatland City Hall.

§ 19.20.020. Separate building permit and stress design.

If the California Building Code requires a building permit for any sign, then a separate building permit may be required through the City of Wheatland building department for any sign. The building permit process is separate and distinct from the sign permit process through the planning department. Under certain circumstances, a building permit and sign permit may be processed concurrently. Signs and sign structures shall be designed and constructed to meet the current requirements of the Wheatland Municipal Code and California Code of Regulations Title 24.

§ 19.20.030. Support placement and title conformance.

The supports for all signs or sign structures shall be placed in or upon private property and shall be securely built, constructed and erected in conformance with the requirements of this title.

§ 19.20.040. Materials standards.

Materials of construction for sign structures shall be of the quality and grade specified for building in the latest edition of the Wheatland Municipal Code and the current California Code of Regulations Title 24.

§ 19.20.060. Marquees.

Signs otherwise authorized by this title may be placed on, attached to or constructed in a marquee. Such signs shall, for the purpose of determining projection, clearance, heights and material, be considered a part of and shall meet the requirements for a marquee as specified.

§ 19.20.070. Electric signs.

Electric signs otherwise authorized by this title shall be constructed of incombustible materials, except for approved plastics. The enclosed shell of electric signs shall be watertight, except in that service holes fitted with covers shall be provided into each compartment of such signs.

A. Installation. Electrical equipment used in connection with display signs shall be installed in accordance with the Wheatland Municipal Code and the current California Code of Regulations Title 24.

B. Erector's Name. Every electric sign shall contain on the surface of the sign, a coded decal or sticker containing the name of the sign erector, their address and telephone number and date of erection. Such name and date shall be of sufficient size and contrast to be readable from a reasonable distance, as determined by the planning director/building official. Failure to provide such name and date shall be grounds for rejection of the sign by the planning director/building official.

§ 19.20.080. Power and communication line clearance.

No sign shall be constructed or maintained which has less horizontal or vertical clearance from communications lines and energized electrical power lines than that prescribed by applicable state law, codes and regulations.

§ 19.20.090. Obstruction of doors, windows and fire escapes.

No sign or advertising structure shall be erected, relocated or maintained so as to prevent free ingress to or egress from any necessary door, window or fire escape. No sign shall obstruct any necessary window to such an extent that any light or ventilation is reduced to a point below that required by any law.

§ 19.20.100. Inspections.

All signs for which permits are required shall be subject to inspection by the planning director and building official or their designated representative:

A. Footing inspections will be required on all freestanding signs;

B. Electric signs shall be inspected before or during erection;

C. All signs may be reinspected at the discretion of the planning director.

§ 19.20.110. Compliance with construction codes.

Permitted signs may be erected upon posts, poles, buildings or structures subject to compliance with the following provisions. The location and construction of each sign shall be in compliance with applicable state and city laws, codes and regulations.

§ 19.20.120. Investigation for signs installed illegally.

A. Whenever any sign for which a permit is required is erected without first obtaining such permit, a special investigation shall be made before a permit may be issued for such sign.

B. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be set forth in the schedule of fees adopted by resolution of the city council. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this title nor from any penalty prescribed by law.
