§ 13.40.010. Application—Installation—Removal.

A. The city council on its own motion or upon request by a landowner may in the council's sole and absolute discretion either deny such request or cause the installation of a water meter on the premises of any parcel of land for the purpose of establishing the volume of water being supplied to said parcel of land.

B. Upon application for a new or additional connection to any of the water mains of the city, the council in its sole and absolute discretion may cause the installation of a water meter on the premises of the consumer.

C. The landowner shall pay for the use of the water meter and the cost of its installation. A deposit as set by resolution of the city council shall be made with the water clerk prior to installation for the cost of installation of the meter; and an additional charge shall be made upon the completion of work where cost of installation exceeds an amount set by resolution of the city council.

D. The charge provided for in this section shall be in addition to any other charge provided for in this division in respect to the costs of connecting to the water mains.

E. Removal of meters from premises of the land is within the sole and absolute discretion of the city council except that meter installation shall be not less than a period of one year.

§ 13.40.020. Rates.

All property upon which a meter has been installed shall pay a flat base rate and a variable metered rate based on water usage in an amount and based on a formula as set by resolution of the city council from time to time.
