§ 9.20.010. Unlawful assemblage declared nuisance.

It is declared to be unlawful and a nuisance for any person to congregate or assemble upon, over or across, or for any persons to aid or instigate the congregating or assembling of persons upon, over or across any street, sidewalk, lawn area or way or steps or vehicle parking area or lot, or hallways leading in, to or through said places in such manner as to obstruct or hinder any person in the use thereof when entitled to such use. This section shall not apply to lawful picketing.

§ 9.20.020. Preemption.

The provisions of this chapter are not intended to apply to any activities preemptively governed by State Law, in particular any such provisions in Chapters 9 and 10 of Title 9 of Part 1 of the California Penal Code, or any successor provisions thereto.
