Westminster Municipal Code Ch. 9.28 Handbills

A. No person shall distribute, scatter, hand out or circulate any commercial handbill, circular, tract or leaflet in any place or under any circumstances which does not have printed thereon the name and address of:

1. The person who caused the handbill to be distributed; and

2. In the event the person who caused the handbill to be printed, written, compiled or manufactured or distributed uses a fictitious name, there shall appear on said handbill, circular, tract or leaflet, in addition to such fictitious name, the true name of the owner, manager or agent of the person causing said handbill to be printed or distributed.

B. The purpose of this section is to provide a means only for the city to identify those responsible for fraud, false advertising and libel. This section is not intended to suppress any activities protected by the First Amendment.
