Westlake Village Municipal Code Ch. 2.8 Electronic Campaign Disclosure Statement Filing

A. Requirement. An elected officer, candidate, committee, or other person required to file statements, reports, or other documents required by Chapter 4 (Government Code Section 84100 et seq.) of the Political Reform Act shall file those statements, reports, or other documents electronically with the City Clerk.

B. Electronic Filing System Inoperability. If the City Clerk's online system is not capable of accepting an electronic filing of a statement, report, or other document, then such material shall be filed in paper format with the City Clerk.

C. Exceptions.

1. Subsection A. shall not apply in any instance in which the original statement, report, or other document is required to be filed with the California Secretary of State and a copy is required to be filed with the City. At the filer's discretion, the copy may be filed electronically with the City Clerk.

2. Subsection A. shall not apply to an elected officer, candidate, committee, or other person who receives contributions totaling less than two thousand dollars ($2,000) and makes expenditures totaling less than two thousand dollars ($2,000) in a calendar year.

The City Clerk shall be responsible for the efficient administration of the City's electronic filing system for campaign disclosure statements. The City Clerk is authorized to establish, amend, and implement procedures as necessary or convenient to ensure that such system complies with the Political Reform Act.
