2.5.005. - Mayor.¶
The City Council shall elect one of its members to serve as Mayor at a time as required by law after a municipal election or at the City Council's first meeting in December for a term of one year. The Mayor shall serve at the pleasure of the City Council.
The Mayor shall:
Whenever possible, strive toward consensus on all matters before the City.
Represent the City in all public and ceremonial functions at which official representation is deemed appropriate.
Preside at all meetings of the City Council and shall be allowed to make motions, participate in deliberations and vote in all of its proceedings.
Upon his or her election or at such other times as deemed appropriate, shall together with the Mayor Pro Tempore, recommend Council committees and committee assignments established by a majority vote of the Council. The Mayor shall be appointed as a member of specific committees and shall serve in the same capacity as all other Council members.
Sign all official correspondence.
In the name and on behalf of the City, execute all legal instruments in which the City is a party upon their approval by the City Council.
Countersign all warrants and other financial documents as authorized by ordinance or resolution of the Council.
In conjunction with the City Clerk, shall coordinate the development of the agenda of all meetings of the City Council.
Act in a liaison capacity with the City Manager and City Attorney on behalf of the City Council.
Act in a liaison capacity with members of the press. This shall not preclude other members of the Council from responding to inquiries made by members of the press.
In the absence of the Mayor and Mayor Pro Tempore, designate another member of the Council to perform designated functions, if necessary.
Perform such other duties as are consistent with the office as may be imposed by the City Council.
The Mayor shall not receive any remuneration, with the exception of expense reimbursement, other than that provided to all Council members or as provided by formal resolution of the City Council.

2.5.010. - Mayor Pro Tempore.¶
The City Council shall elect one of its members to serve as Mayor Pro Tempore at a time as required by law after a municipal election or at the City Council's first meeting in December for a term of one year. The Mayor Pro Tempore shall serve at the pleasure of the City Council.
The Mayor Pro Tempore shall:
Perform all the duties of the Mayor during his/her absence, disability or when so designated by the Mayor.
Be authorized to countersign all warrants upon their approval by the City Council and any other legal documents as set forth by ordinance or resolution of the City Council.
Be allowed to make motions, participate in deliberations and vote in all proceedings of the City Council and may be appointed to and participate in Council committees.
Together with the Mayor, recommend Council committees and committee assignments to be established by majority vote of the Council.
Perform such other duties as are consistent with the office as may be imposed by the City Council.
The Mayor Pro Tempore shall not receive any remuneration, with the exception of expense reimbursement, other than provided to all Council members or as provided by formal resolution of the City Council.

2.5.020. - Compensation.¶
Each member of the City Council shall receive as salary the amount set forth in Section 36516 of the Government Code of the State of California for cities up to thirty-five thousand (35,000) in population. Such salaries shall be paid at the same time and in the same manner as salaries are paid to other officers and employees of the City.
The salaries and all expenses as stated in the legislative section of the approved 1983-84 legislative section of the approved 1983-84 Westlake Village City Annual Budget shall not henceforth be increased nor shall any new allowances be established for members of the Westlake Village City Council without the approval of a majority of the City's voters.
