4.5.005. - Park hours.¶
A. Three Springs Park and Berniece Bennett Park. Three Springs Park and Berniece Bennett Park shall be open between the hours of 6:00 a.m. and 10:00 p.m., except during the months of June, July, August, and September when such parks shall be open between the hours of 6:00 a.m. and 10:30 p.m. From 10:00 p.m. (10:30 p.m. during June, July, August, and September) to 6:00 a.m. no person shall enter, be present in, or remain in the park, the park parking lot, or any park building.
B. Westlake Village Community Park.
The Westlake Village Community Park ball fields shall be open between the hours of 5:00 a.m. and 9:00 p.m. From 9:00 p.m. to 5:00 a.m. no person shall enter, be present in, or remain in such ball fields.
The Westlake Village Community Park skate park shall be open from dawn to the time of dusk of the same day. No person shall enter, be present in, or remain in such skate park between dusk to the time of dawn of the following day.
All other Westlake Village Community Park facilities, including the park parking lots and park buildings, shall be open between the hours of 5:00 a.m. and 10:00 p.m. From 10:00 p.m. to 5:00 a.m. no person shall enter, be present in, or remain in any such facilities.
C. Westlake Village Dog Park. Except when closed for maintenance, the Westlake Village Dog Park shall be open between the hours of 7:00 a.m. and sunset. No person shall enter, be present in, or remain in the Westlake Village Dog Park during maintenance closures or from sunset to 7:00 a.m.
D. Other Parks. All remaining parks within the City shall be open from dawn to the time of dusk of the same day. No person shall enter, be present in, or remain in any such park, any park parking lot, or in any park building between dusk to the time of dawn of the following day.
E. Exemptions.
This Section shall not apply to officers, employees, and contractors of the City of Westlake Village, the County of Los Angeles, or the Las Virgenes Municipal Water District when such officers, employees, and contractors must either enter or remain in the park in order to perform duties attendant to such office, employment, or contract.
Paragraph (B)(3) of this Section shall not apply to officers, employees, or contractors of the Southeast Ventura County YMCA when such officers, employees, and contractors must enter or remain in the park parking lot to perform duties associated with the YMCA facility located at the Westlake Village Community Park.
This Section shall not apply to persons accessing a public notice display board at Berniece Bennett Park or Russell Ranch Park maintained by the City in accordance with Section 2.3.005. This exemption does not allow a member of the public to enter, be present in, or remain in Berniece Bennett Park or Russell Ranch Park during closure hours at any other location or for any other purpose.

4.5.010. - Skate Park Regulations.¶
A. Findings.
The Legislature has designated certain conditions under which the use of skate boards and other wheeled recreational devices at public skate board parks is deemed to be a hazardous recreational activity that creates a substantial risk of injury to participants and spectators. The City Council considers any use of skate boards or in-line skates at a public skate board park to be such a hazardous recreational activity.
The Westlake Village Community Park includes a skate park that is not supervised by the City on a regular basis. All participants and spectators at such facility voluntarily assume the risk of substantial injury.
B. Definitions. For purposes of this Section, the following definitions shall apply:
"Pre-Teen Minor" means a minor who is less than thirteen (13) years of age.
"Skate" means to ride a skate board or other wheeled recreational device.
"Skate Park" means the Westlake Village Community Park skate park facility. Such skate park facility includes the skating surface and the viewing area.
"Wheeled Recreational Device" means a nonmotorized bicycle, scooter, in-line skates, roller skates, or wheelchair.
C. Safety Equipment. Each person who skates at the skate park shall wear a helmet, elbow pads and knee pads while skating.
D. Adult Supervision. No pre-teen minor shall skate at the skate park unless supervised by an adult who is a parent or guardian of such pre-teen minor.
E. Rules of Conduct. It shall be unlawful for any person to engage in, or for any adult responsible for the supervision of a pre-teen minor to permit such pre-teen minor to engage in, any of the following acts at Westlake Village Community Park:
Riding or using on the skate park skating surface any device other than a skate board or other wheeled recreational device.
Skating on the skate park skating surface in a reckless manner or with willful disregard for the safety of persons or property. Without limitation, stunts, tricks, and luge skate boarding by persons under twelve (12) years of age shall constitute a violation of this provision.
Skating in or on any area other than the skate park skating surface. Without limitation, skating in or on any benches, curbs, driveways, parking lots, planters, playground equipment, railings, sidewalks, steps, or tables shall constitute a violation of this provision.
Skating on the skate park skating surface while it is wet.
Possessing at the skate park any glass container.
Possessing at the skate park any can, bottle or other receptacle containing any alcoholic beverage that has been opened, or a seal broken, or the contents of which have been partially removed.
Consuming at the skate park any alcoholic beverage.
Possessing or consuming at the skate park any tobacco product.
Possessing at the skate park any ramps, jumps, obstacles, or similar devices.
Causing or initiating any acts of violence or hazing to another person at the skate park.
Inscribing graffiti in, on or around the skate park.
F. Penalty. A violation of this Section shall constitute an infraction.

4.5.015. - Dog Park Regulations.¶
A. Definitions. For purposes of this Section, the following definitions shall apply:
"Dog Owner" means a person thirteen (13) years of age or older who owns or has custody of a dog.
"Dog Park" means the Westlake Village Dog Park.
"Large Dog" means a dog that weighs twenty-five (25) pounds or more.
"Small Dog" means a dog that weighs less than twenty-five (25) pounds.
B. Assumption of Risk. The dog park is not supervised by the City. All visitors to the facility voluntarily assume the risk of injury.
C. Age Restrictions. No person under thirteen (13) years of age is permitted in the dog park without supervision by a parent or by a guardian who is thirteen (13) years of age or older. No person under thirteen (13) years of age is permitted to be the dog owner for a dog in the dog park.
D. General Rules of Conduct. It shall be unlawful for any person to do any of the following acts at the dog park:
Possess or consume any alcoholic beverage, food, or tobacco product.
Possess or distribute any dog food.
Possess any glass container.
Possess or use any dog training apparatus, obstacles, or similar equipment other than dog toys and tennis balls.
Engage in any commercial leafleting, commercial solicitation, or other commercial activity.
E. Dog Owner Rules of Conduct. It shall be unlawful for any dog owner to do any of the following acts at the dog park with respect to his or her dog:
Unleash the dog at a location other than the holding area at the park entrance.
Keep the dog leashed within the dog park.
Fail to carry a leash for the dog.
Allow the dog to be at the dog park without wearing a collar, harness, or other device securely affixed with a current license tag and current vaccination tag.
Fail to supervise the dog.
Allow the dog to be at the dog park if the dog is unhealthy, has parasites, has a contagious condition, or is not properly vaccinated.
Allow the dog to be at the dog park if the dog is potentially dangerous or is vicious.
Allow the dog to be at the dog park if the dog is a female in heat.
Allow the dog to be at the dog park if the dog is under five (5) months of age.
Fail to immediately remove the dog if it exhibits threatening or aggressive behavior.
Allow the dog to be present in the small dog area if it is a large dog.
Allow the dog to be present in the large dog area if it is a small dog.
Allow the dog to dig a hole.
Fail to properly fill any hole created by the dog.
Fail to pick up and properly dispose of the dog's waste.
Have more than three (3) dogs present at the dog park at the same time.
Fail to remove any of the dog's toys or tennis balls upon leaving the dog park.
Fail to provide contact information, the dog's license tag information, and the dog's vaccination information upon request to any person who is bitten or otherwise injured by the dog, or whose child or dog is bitten or otherwise injured by the dog.
F. Impound. Unattended dogs are subject to impound by Los Angeles County Animal Control.
G. Animal Control Ordinance Exemption. Dog owners who permit their dog to run at large in the dog park in compliance with this Section are exempt from Section 10.32.010 of the Animal Control Ordinance.
H. Penalty. A violation of this Section shall constitute an infraction.

4.5.020. - Park Facilities and Sports Fields.¶
A. Rental Availability. The following City park facilities and sports fields are available for rental by local youth sports teams and local youth leagues:
Russell Ranch Park: baseball/softball fields and soccer fields. Rental availability is limited to the period from 3:00 p.m. to 6:00 p.m. on weekdays and from 7:00 a.m. to 6:00 p.m. on weekends.
Westlake Village Community Park: baseball/softball fields, soccer/football fields, and volleyball courts. Rental availability is limited to the period from 3:00 p.m. to 9:00 p.m. on weekdays and from 7:00 a.m. to 9:00 p.m. on weekends.
B. Public Availability. City park gazebos, basketball courts, and all other facilities and sports fields are open for public use on a first come, first served basis.
C. Sports Field Use. City park sports fields shall not be used for special events unrelated to their designated athletic use.

4.5.025. - Inflatables/bounce houses.¶
A. Permissible Locations. Inflatable and bounce houses are prohibited at the Westlake Village Community Park. Inflatables and bounce houses are permitted only at the following City parks:
Berniece Bennett Park.
Canyon Oaks Park.
Foxfield Park.
Russell Ranch Park.
Three Springs Park.
B. Permit Requirement. No unit shall be installed or used at a City park without a permit from the City Manager. The City Manager shall approve a permit application unless either or both of the following findings is made:
The proposed location to be utilized has been reserved for another use at the day and hour requested in the application.
The proposed unit will unreasonably interfere with or detract from the general public enjoyment of the park.
C. Insurance. No less than five (5) days prior to the installation or use of an inflatable or bounce house at a City park, the permittee shall file with the City Manager a correct insurance certificate and an additional insured endorsement establishing that the applicant has purchased adequate public liability insurance to protect against loss from liability imposed by law for damages on account of bodily injury and property damage arising from the inflatable or bounce house. The policy shall be primary and not contributing to any other insurance maintained by the City; it shall name the City of Westlake Village and the City's officers, agents, and employees as additional insureds; its liability amount shall be a minimum of one million dollars ($1,000,000.00) per occurrence; it shall not bear a deductible greater than five thousand dollars ($5,000.00) per occurrence; it shall be issued by an insurer satisfactory to the City Manager; and it shall provide the City thirty (30) days prior notice of any cancellation or modification of the policy. The thirty (30) day notice of cancellation requirement shall be waived where the applicant can demonstrate proof that the premium for the insurance policy required herein has been paid for the time period during which the special event is scheduled. The permittee must maintain insurance for the duration of the special event.
D. Use Regulations.
The unit shall be hand-carried onto park property.
The unit shall be securely tied down without metal stakes and properly weighted.
Generators used in connection with the unit shall be coned off.
