§ 8.18.620. Inspection by the chief.¶
The chief may enter any building or premises, for the purpose of making any inspection, or investigation which, under the provisions of this chapter, the chief deems necessary. This right of entry shall be exercised only at reasonable hours, and entry shall be made to any establishment only with the consent of the owner or tenant thereof, or with the written order of a competent court. The chief shall cause to be corrected any conditions which would constitute a violation of this chapter or any other statute, code rule or regulation affecting the storage of hazardous materials.

§ 8.18.640. Inspection by permittee.¶
The permittee shall conduct regular inspections of its own establishments to assure compliance with this chapter and shall maintain logs or file reports as required by the chief. The inspector conducting such inspections shall demonstrate expertise in proper storage of hazardous materials to the satisfaction of the chief in order to qualify as an inspector.

§ 8.18.650. Special inspections.¶
In addition to the inspections specified above, the chief may require the employment of inspectors to conduct an audit or assessment of a permittee's establishment to make a hazardous material safety evaluation/inspection and to determine compliance with provisions of this chapter.
A. An inspector shall demonstrate expertise in proper storage of hazardous materials to the satisfaction of the chief in order to qualify as an inspector.
B. The special inspection report shall include an evaluation of the establishment and its storage facilities and recommendations consistent with the provisions of this chapter where appropriate. A copy of the report shall be filed with the fire department at the same time that it is submitted to the permittee.
C. The permittee shall, within thirty days of said report, file with the fire department a plan to implement all recommendations, or shall demonstrate to the satisfaction of the chief why such recommendations shall not be implemented.

§ 8.18.660. Substituted inspections.¶
An inspection by an employee of any other public agency may be deemed by the chief as a substitute for any requirement of Article VI, Section 8.18.650 upon determination by the chief that said employee is qualified to make such an inspection.

§ 8.18.670. Disclosure of information.¶
The chief or any individual having administrative duties under this chapter may not disclose, in any manner whatsoever, information relating to the business affairs or operations of any person visited or examined in the discharge of official duty when said information was obtained by an investigation of records or equipment. Provided, however, in emergency situations, such disclosure may be made when necessary to protect the public health, safety and welfare.

§ 8.18.680. Maintenance of records by permittee.¶
All records required by this chapter shall be maintained by the permittee and said records shall be made available to the chief for inspection during normal working hours and upon reasonable notice.
