Sec. 22-42. - Position established; authority; filling of vacancy.

(a) The position of city traffic engineer is hereby established. The city traffic engineer shall exercise the powers and duties as provided in this chapter. Whenever the city traffic engineer is required or authorized by the city council to place or maintain official traffic-control devices or signals, such officer shall cause or have the authority to cause, as the case may be, such devices or signals to be placed or maintained.

(b) If the position of city traffic engineer is vacant or the duties are performed by another employee with a different title, the city engineer shall specify in writing the person who shall fulfill the duties and have the authority of the city traffic engineer.
