Walnut Municipal Code Ch. 2.16 County Plumbing Code

A. There is adopted by reference, except hereinafter provided, that certain Plumbing Code known and designated as the Los Angeles County Plumbing Code published in the 2026 Edition of the Los Angeles County Plumbing Code (Ordinance 25-5683), effective January 1, 2026 and such code shall become the Plumbing Code of the City, regulating the installation, arrangement, alteration, repair, use and operation of plumbing systems and drainage systems, house sewers and private sewage disposal and drainage systems on premises within the City, providing for issuance of permits and the collection of fees therefor, and providing penalties for violation of such code.

B. One copy of such Los Angeles County Plumbing Code has been deposited in the office of the Building Official and shall be at all times maintained by such official for use and examination by the public.

C. In the event of any conflict or ambiguity between any provisions contained in the Plumbing Code and any provisions of the Walnut Municipal Code, the Walnut Municipal Code shall control.

Whenever any of the following names or terms are used in said Los Angeles County Plumbing Code, each such name or term shall be deemed and construed to have the meaning ascribed to it in this section as follows:

"Administrative authority," "chief plumbing inspector" or "plumbing inspector"

means the City Engineer of the City except in Section 4 of said Plumbing Code.

"Board of Examiners of Plumbers and Gas Fitters" or "Board of Examiners"

means the Board of Examiners of Plumbers, Gas Fitters, of the County of Los Angeles established by Section 73 of the said Los Angeles County Plumbing Code.

"City"

means the City of Walnut except in Section 3 of said Plumbing Code.

"County," "County of Los Angeles" or "unincorporated territory of the County of Los Angeles"

means the City of Walnut.

"Gas fitting contractor," "journeyman gas fitter," "journeyman plumber" or "plumbing contractor,"

means a person holding a valid certificate of registration issued by the County of Los Angeles as set forth in Section 72 of said Los Angeles County Plumbing Code.

Section 324 of the Plumbing Code of the City shall read as follows:

Section 324. Violations and Penalty.

Every person who violates any of the provisions of this code is guilty of a misdemeanor and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this code is committed, continued, or permitted, and upon conviction is punishable by a fine not exceeding $500.00 or by imprisonment in the County Jail for a period not exceeding six months or by both such fine and imprisonment.

A. All fees and charges prescribed and set forth in Sections 103.10 and 103.11 of the Los Angeles County Plumbing Code, currently adopted version, incorporated by reference as the Plumbing Code of the City, are hereby modified by increasing the amount of each and all of such fees and charges to an amount equal to one and one-half the amount charged for the same services and permits by the County.

B. In the event the fees and charges shall be increased by the County at any future date, the comparable fee or charge levied by the City shall also increase so that the fee or charge shall remain equal to one and one-half the amount charged by the County for the services or permits.
