§ 2.08.010. County Electrical Code adopted.

A. There is hereby adopted by reference, except as hereafter provided, that certain electrical code known and designated as the Los Angeles County Electrical Code as published in the 2026 Edition of the Los Angeles County Electrical Code (Ordinance No. 25-5683), effective January 1, 2026 and such code shall be and become the Electrical Code of the City, regulating the installation, arrangement, alteration, repair, use and operation of electric wiring, connections, fixtures and other electrical appliances on premises within the City, providing for the issuance of permits and the collection of fees therefor, and providing penalties for violation of such code.

B. One copy of such Los Angeles County Electrical Code has been deposited in the office of the Building Official and shall be at all times maintained by such official for use and examination by the public.

C. In the event of any conflict or ambiguity between any provisions contained in the Electrical Code and any provisions of the Walnut Municipal Code, the Walnut Municipal Code shall control.

§ 2.08.020. Definitions.

Whenever any of the following names or terms are used in the Los Angeles County Electrical Code, each such name or term shall be deemed and construed to have the meaning ascribed to it in this section as follows:

"Chief Electrical Inspector"

means the Building Official of the City of Walnut.

"County Engineer"

shall mean the City Engineer of the City of Walnut.

"County," "County of Los Angeles" or "unincorporated areas of the County of Los Angeles"

means the City of Walnut.

"Maintenance electrician"

means a person holding a valid certificate of registration as maintenance electrician issued by the County of Los Angeles as set forth in Sections 82-4(b) and 82-4(c) of the Los Angeles County Electrical Code.

"Special inspector"

means a person holding a valid certificate of registration as special inspector issued by the County of Los Angeles as set forth in Section 82-14(a) of the Los Angeles County Electrical Code.

§ 2.08.030. Amendments.

A. Section 80-4 Amended—Chief Electrical Inspector. Section 80-4 of said Los Angeles County Electrical Code is amended to read as follows:

Section 80-4—Chief Electrical Inspector.

The office of the Chief Electrical Inspector exists in the Building and Safety Division of the Department of Public Works. The Chief Electrical Inspector shall administer the provisions of this code under the superintendence and control of the Building Official, and shall be of good moral character, well versed in approved methods of electrical construction for safety to life and property, the statutes of the State of California relating to electrical work, the ordinances of the County of Los Angeles relative thereto, and the National Electrical Code as amended from time to time.

B. Aluminum Wiring.

  1. Article 310.2(B) is hereby amended, by the addition of a second paragraph, to read as follows:

Copper wire shall be used for wiring No. 6 and smaller in all installation. Consideration for use of aluminum wiring can be made by the Building Official for feeder lines only on an individual basis where adequate safety measures can be ensured.

  1. Article 310 is amended, by addition of a new Article 310.16, to read as follows:

310.16 Continuous inspection of aluminum wiring. Aluminum conductors of No. six or smaller used for branch circuits shall require continuous inspection by an independent testing agency approved by the Building Official for proper torquing of connections at their termination point.

§ 2.08.040. Fees.

A. All fees and charges prescribed and set forth in Section 82-8 of the Los Angeles County Electrical Code, currently adopted version, are hereby modified by increasing the amount of each and all such fees and charges to an amount equal to one and one-half the amount charged for the same services and permits by the County.

B. In the event such fees and charges shall be increased by the County at any future date, the comparable fee or charge levied by the City shall also increase so that the fee or charge shall remain equal to one and one-half the amount charged by the County for such services or permits.
