Sec. 19-3.1. - Limited Parking Zones Established.

Parking shall be prohibited on certain streets between the hours as posted on all days in which public schools are in regular session. The locations of the streets are indicated in the Master Parking and Traffic Resolution, as amended from time to time.

Sec. 19-3.2. - Residential Parking Designation.

No person shall park, stop, or leave standing a motor vehicle on any street posted as "Residential Parking Only," unless otherwise exempted, for a use not complementary or in harmony with the zoning for a residential neighborhood. As defined, on-street parking associated with the attendance of an educational institution is defined to be one of the uses that is not complementary or in harmony with the zoning for a residential neighborhood. The times and the locations of the streets are included in the Master Parking and Traffic Resolution, as amended from time to time.

Sec. 19-3.3. - Special Parking Zones.

The City establishes certain special parking zones as marked. The locations of the streets are indicated in the Master Parking and Traffic Resolution, as amended from time to time.

Sec. 19-3.4. - Parking Prohibited or Limited.

Parking is prohibited on certain streets for vehicles of manufacturer's gross weight rating of six thousand pounds or more. The locations of the streets are indicated in the Master Parking and Traffic Resolution, as amended from time to time.

Sec. 19-3.6. - Parking Prohibited—Emergency Travel Lanes Santiago Shopping Center,…

Due to heavy traffic congestion aggravated by cars parking in front of various shops, emergency vehicles are seriously impeded in responding to calls in the center. The City Council hereby finds that the off-street parking facilities of said center are held open for the use of the public for purposes of vehicular traffic. An emergency vehicle lane is hereby established in accordance with Emergency Vehicle Plan, a copy of which is found in the Office of the City Clerk and by this reference incorporated herein. The Director of Public Works is directed to post appropriate signs designating the no parking-no standing zone, and is also instructed to paint the curb red and add such additional markings as he shall deem necessary or appropriate.

Any violation of this section shall be punishable in the same manner as any other parking offense except that in addition to issuing a citation the Director of Public Works or any law enforcement officer is further authorized to impound any vehicle parked in violation of this ordinance [section] by towing said vehicle to the Public Works storage yard. Any vehicle so impounded shall be held until the cost of the impounding plus storage charges have been paid.

Sec. 19-3.7. - Emergencies.

This Chapter shall not apply to any physician, paramedic, police, or fire unit on an emergency call.
