Sec. 3-5.1. - Announcement.

All positions for new employment in the competitive service shall be publicized by posting announcements on the official bulletin boards in the City Hall and in other work locations of City employees, and by such other methods as the City Manager deems advisable. The announcements shall specify the title and pay of the position, the duties and responsibilities of the positions, qualifications desirable in applicants for the position, the manner of making applications, and other pertinent information.

Sec. 3-5.2. - Application Forms.

Applications shall be made as prescribed in the examination announcement and in conformance with the Civil Rights Act of 1964 and all amendments thereto. Application forms shall require information regarding training, experience and other pertinent information, and may require references and fingerprinting. All applications must be signed by the applicant.

Sec. 3-5.3. - Disqualification.

The City Manager shall reject any application which indicates on its face that the applicant does not possess the minimum qualifications required for the position. An application also shall be rejected if the applicant is addicted to the habitual excessive use of drugs or intoxicating liquor, has been convicted of a crime involving moral turpitude, has a suspended or revoked driver's license or is not insurable by the City's insurance carrier when a requirement of the position is the ability to drive City-owned vehicles, or has made any false statement of any material fact in the application or has practiced any deception or fraud in the application. Whenever an application is rejected, notice of such rejection shall be mailed to the applicant by the City Manager.
