Sec. 19-2.1. - Parking, Stopping or Standing of Vehicle Prohibited.¶
No Signs Required.
a. No person shall park, stop or leave standing a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device, in any of the following places:
On a sidewalk.
In front of a public or private driveway.
Within an intersection.
Within fifteen (15) feet of a fire hydrant.
On or within a crosswalk.
Within twenty (20) feet of a crosswalk at an intersection.
Within thirty (30) feet of the approach to any flashing beacon, stop sign or traffic signal.
Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone unless the City Engineer has indicated a different length by signs or markings.
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
On a roadway side of any vehicle stopped or parked at the edge or curb of a street.
At any place where official signs prohibit stopping or parking.
In the Wanda Road public right-of-way, which shall be defined as forty (40) feet from the edge of roadway pavement between Villa Park Road and Collins Street.
b. No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such distance as is unlawful.
c. Any vehicle in violation of stopping in the Wanda Road public right-of-way shall be subject to removal by towing as authorized in California Vehicle Code Section 22652.

Sec. 19-2.2. - Parking Not to Obstruct Traffic.¶
No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.

Sec. 19-2.3. - Oversized Vehicle Parking Regulations.¶
No person shall park and leave standing upon any public street or highway in a "residence district" any motor vehicle of a length in excess of twenty-five (25) feet or a weight in excess of ten thousand (10,000) pounds; also prohibited from being parked on public streets and highways in a "residence district" is any vehicle used or maintained for the transportation of persons for hire, compensation or profit, and designed, used or maintained for the transportation of property, including buses, motor trucks, trailers, semitrailers, trailer coaches or truck tractors as defined in the Vehicle Code and similar vehicles of a width in excess of ninety (90) inches as measured at the widest portion of the body not including mirrors or other extensions, or any item of farm machinery or special-purpose machine. Prohibited vehicles may be parked on public "residence district" streets and highways while loading or unloading persons and/or property; or when such vehicle is parked in connection with, or in aid of the performance of a service to or on a property in the block in which such vehicle is parked; or to perform repairs of an emergency nature on the motor vehicle itself, for a maximum of seventy-two (72) consecutive hours.

Sec. 19-2.4. - Parking for Certain Purposes Prohibited.¶
No person shall park a vehicle upon any roadway for the principal purpose of:
a. Displaying such vehicle for sale.
b. Washing, greasing or repairing such vehicle except repairs necessitated by an emergency.
c. Storage of any vehicle other than an automobile not bearing any signs or advertisements, used in a business, occupation, trade or profession, overnight or on weekends unless such vehicle is actually being used in conjunction with the performance of service or the operation of said business, occupation, trade or profession in close proximity to the place where said vehicle is parked.

Sec. 19-2.5. - Parking Adjacent to Schools.¶
a. The City Engineer is hereby authorized in an emergency to erect signs indicating no parking upon either or both sides of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation; provided however, that any such changes made by the City Engineer must be ratified by the City Council by the adoption of a resolution at its next regularly scheduled meeting.
b. When official signs are erected indicating no parking upon either side of a street adjacent to any school property as authorized herein, no person shall park a vehicle in any such designated place.

Sec. 19-2.6. - Seventy-two-Hour Parking Limit.¶
No person shall park, stop or leave standing for a period of time longer than seventy-two (72) consecutive hours upon any public street or highway in the City of Villa Park any vehicle, tractor, truck, piece of farm machinery or special-purpose machine and any type of trailer except trailer coaches which are restricted as provided in subsection 19-2.7 herein.

Sec. 19-2.7. - Camping in Vehicles Prohibited.¶
No person shall camp overnight in any recreational vehicle, camper, trailer coach or vehicle of any type, upon any public highway or street, including any part of the right-of-way thereof.

Sec. 19-2.8. - Parking of Unsafe Vehicles.¶
No person shall park, stop or leave standing for a period longer than twenty-four (24) consecutive hours upon any public street or highway in the City of Villa Park, any vehicle not in a condition to be lawfully operated on the public highways.

Sec. 19-2.9. - Parking of Trailers and Nonmotorized Vehicles.¶
No person shall park, stop or leave standing at any time a nonmotorized vehicle or trailer, regardless of width or length, when it has been detached from its motor vehicle on any public street in the City of Villa Park except for purposes of loading or unloading and for a period not to exceed twenty-four (24) hours.

Sec. 19-2.10. - Parking Prohibited During Posted Street Sweeping.¶
Notwithstanding any other provision of this Villa Park Municipal Code, it is unlawful to park or leave standing any vehicle on any public street or alley or any portion thereof during the hours and on the day or days of the week or month indicated on signs containing the words "No Parking" and designating such parking restrictions pursuant to the provisions of this section, where such signs have been placed in appropriate locations along such public street or alley or portion thereof. The City Council may, by resolution from time to time, determine the hours during which and the day or days of the month on which parking shall be prohibited on specified public street or alleys or on all streets and/or alleys within a specified geographical area of the City to facilitate street sweeping. The City Council can authorize the City Manager to determine the locations of and to place and maintain, or cause to be placed and maintained, the signs provided for under this section. Directed enforcement for this section requires City Council authorization.

Sec. 19-2.11. - Master Parking and Traffic Resolution.¶
The City is hereby authorized to create a Master Parking and Traffic Resolution, as amended from time to time, that contains the legal requirements, rules, and regulations for parking and traffic within the City of Villa Park for those topics which the Municipal Code indicates are included within the Master Parking and Traffic Resolution. To the extent permitted by law, any person who violates any portion of the Master Parking and Traffic Resolution, as amended from time to time, shall be guilty of an infraction or misdemeanor and upon conviction thereof, be punished according to the laws of the State of California.
