17.88.010 - Grading and erosion control. ¶
Every tentative map approved pursuant to the Subdivision Map Act and this title shall be conditioned on compliance with requirements for grading and erosion control including the prevention of sedimentation or damage to off-site property, this title, and more particularly, this chapter.

17.88.020 - Soils report required. ¶
(a)
A preliminary soils report prepared by a civil engineer registered in this state and based upon adequate test borings shall be prepared and filed with the city engineer for every subdivision at the time of application for approval of the final or parcel map thereof, excepting that a preliminary soils report shall not be required for subdivisions for which a parcel map is required unless specifically requested by the city engineer, and excepting that a preliminary soils report may be required by the planning commission to be submitted with the tentative map for a subdivision for which a final map is required provided the city engineer makes a finding based upon existing knowledge of soils qualities within the area that such preliminary analysis is necessary.
(b)
For subdivisions for which a final map is required, a preliminary soils report may be waived by the city engineer provided that there are sufficient soil tests existing on file in the office of the city engineer and director of building and safety to establish to his satisfaction that the soils quality of the soils in the subdivision do not require further preliminary analysis for their use for the purposes intended.

17.88.030 - Soils investigation of each lot. ¶
If existing soils reports on file in the records of the city, or the preliminary soils report indicates, or the city otherwise has knowledge of the presence of critically expansive soils or other soils problems which, if not corrected, would lead to structural defects, a soils investigation of each lot in the subdivision may be required by the city engineer and the director of building and safety. Such soils investigation shall be done by a civil engineer registered in the state who shall recommend the corrective action which is likely to prevent structural damage to each structure proposed to be constructed in the area where such soils problems exist. The planning commission may approve the tentative subdivision or portion thereof where such soils problems exist with the condition that such an investigation of each lot be made and that the recommended action likely to prevent structural damage to each structure to be constructed within the subdivision be incorporated into the grading and compaction for each lot and/or the construction of each such structure as a condition to issuance of a building permit.

17.88.040 - Contents of preliminary soils report. ¶
The preliminary soils report shall contain such information and test results required to determine the suitability of the soils within the subdivision and/or soils to be imported to within the subdivision for the intended use and shall contain the recommended procedures and/or remedial measures, if any, required to allow the intended use of the soils and shall contain such other information required by the city engineer and the director of building and safety. In addition to all other information which is contained in the preliminary soils report, there shall be an analysis of the
susceptibility to erosion of the native soil material and any materials proposed to be imported for fill material, together with recommendations for remedial measures to minimize erosion and control of sedimentation to prevent damage to property inside and outside the boundaries of the subdivision.

17.88.050 - Excavation and grading requirements. ¶
All excavation and grading within subdivisions for which a preliminary soils report has been prepared and subsequent soils investigations made, if any, shall conform to all the recommendations set forth in the soils report or investigations and Chapter 15.06 of this code. Excavation and grading within subdivisions for which a preliminary soils report has not been required shall conform to the provisions of Chapter 15.06 of this code. Excavation and grading within subdivisions for which a preliminary soils report has not been required shall conform to the provisions of Chapter 15.06 of this code, and the Standard Specifications for Public Improvements.
