§ 5.20.010. Definitions.

For the purpose of this chapter, a "public pool or billiard hall" is a place where one or more billiard tables or pool tables are used and the public is allowed to come in and play pool or billiards, or a social club, other than in a bona fide hotel, where pool or billiards are played.

§ 5.20.020. Permit required.

Any person desiring to open, conduct, maintain or carry on a public pool or billiard hall within the City, shall first secure a permit from the City Council to do so.

§ 5.20.030. Application for permit.

No permit to open, conduct, maintain or carry on, or assist in opening, conducting, maintaining or carrying on, a public pool or billiard hall within the City may be issued except on the following terms and conditions:

Application for the permit required by this chapter shall be addressed to the City Council, signed by the person applying for the permit, and in the application there shall appear the designation of the hall or room for which the license is desired, together with the name and address of the person applying for the permit, stating that the applicant is over the age of 21 years.

§ 5.20.040. Issuance or denial of permit—Chief of Police to investigate applicant.

Upon the filing of the application required by this chapter with the City Council, the Council may, at its discretion, grant or refuse the permit so applied for if it shall appear to them, from the investigation and report of the Chief of Police, that the applicant is not of good moral character or not a fit or proper person to carry on the business, or that the carrying on of the business at the proposed location would be detrimental to the public order or public morals.

§ 5.20.050. Permit fee.

Every person engaged in the business of a public pool or billiard hall shall pay to the City a monthly permit fee, due and payable on the first day of each and every month, in an amount set by resolution of the City Council.

§ 5.20.060. Gambling.

No gambling or gaming of any kind shall be permitted or allowed in any public poolroom or billiard room within the City.

§ 5.20.070. Permit applicable to one location only.

Any permit for a public pool or billiard hall shall authorize such business to be carried on only at the place and by the persons mentioned in the application required by this chapter.
