§ 5.16.010. Applicability of provisions.¶
It is unlawful for any person, either as owner, agent or employee to engage in the business or occupation of private watchman service for compensation for two or more business establishments or residential premises in the City except as provided by this chapter.

§ 5.16.020. Permit required—Application for permit.¶
Any person, either as owner, agent or employee, desiring to engage in the business or occupation of watchman service in the City or to conduct a watchman service shall first secure a permit from the City Council. Application for the permit to be filed in writing with the City Clerk.

§ 5.16.030. Permit fee.¶
The permittee shall pay a permit fee in an amount set by resolution of the City Council, payable to the City Clerk yearly in advance.

§ 5.16.040. Revocation of permit.¶
The City Council retains the right to revoke for cause any permit before the expiration date of same.

§ 5.16.050. Duration of permit.¶
All permits granted under the provisions of this chapter shall be for one year only.

§ 5.16.060. Information to be filed with Chief of Police—Certain persons not to be…¶
All agents or employees of any business regulated by this chapter shall be listed with the City by filing with the Chief of Police the name and address of each agent or employee, previous occupation and place of employment for five years prior to the listing, and such character evidence as may be demanded by the Chief of Police. No agent or employee shall be employed in the City by the permittee if objection to the agent or employee is made in writing by the City Council or Police Department.

§ 5.16.070. Uniforms, badges, emblems.¶
Any uniform, badge, emblem or means of identification to be worn or carried by any patrol service, guard or watchman in the City shall be of such style as, in the opinion of the Chief of Police of the City, shall be clearly distinguishable from the uniforms, badges, emblems or means of identification worn or carried by the Police Department.
