8.60.010 Purpose.

The purpose of this chapter is to prohibit the sale and use of glue traps which are designed to capture animals and subject them to a slow, cruel, inhumane death. (Ord. No. 2026-006, § 1, 3-24-26)

8.60.020 Definitions.

For the purpose of this chapter, certain words and phrases are defined in this section, unless it is apparent from the context that a different meaning is intended:

“Glue trap” means a device that is designed to, or is capable of, being used to capture any animal by means of an adhesive substance or similar viscid substance.

“Person” means any individual, group of individuals, partnership, corporation, association, cooperative, or any other entity.

“Sell” or “sale” means any transfer, exchange, barter, gift, offer for sale or distribution for a commercial purpose in any manner or by any means whatsoever. (Ord. No. 2026-006, § 1, 3-24-26)

8.60.030 Glue trap prohibitions.

A. It is unlawful for any person to sell, offer for sale, or display for sale, glue traps within the city.

B. It is unlawful for any person to set, place, or otherwise use a glue trap or permit another person to set, place, or use a glue trap to capture or kill any animal within the city. (Ord. No. 2026-006, § 1, 3-24-26)

8.60.040 Penalties and enforcement.

It is unlawful for any person to violate or fail to comply with this chapter. Any person violating the provisions of this chapter shall be guilty of a misdemeanor and upon conviction thereof shall be punished as provided in Chapter 1.150. In lieu of criminal prosecution, the city may seek civil penalties pursuant to Chapter 1.50, restitution, abatement, injunctive relief, and any other relief available or authorized by state law.
