2411 - License required.¶
No person shall engage in the business of rubbish collection without first obtaining a license therefor.
2412 - Definition.¶
"Rubbish" as used in this Article means any trash, debris, scrap, rags, junk, or refuse of any kind. A "rubbish collector" is any person who for money or other consideration collects or transports rubbish in the unincorporated area of Ventura County.
2413 - Residence.¶
Every rubbish collector shall be fully subject to all the provisions of this Article whether or not he is a resident of Ventura County and whether or not he maintains an established place of business in Ventura County.
2414 - Application.¶
Any person desiring to obtain a license for rubbish collection shall appear personally before the Sheriff and make a written application to the Sheriff therefor, stating in addition to the information required by section 2113-2 the following information:
(a) The name of the licensee.
(b) The description of the licensee.
(c) The permanent home address of the licensee.
(d) The permanent business address of the licensee.
(e) The nature of the rubbish collection business to be conducted.
(f) A statement as to whether or not the licensee has been convicted of any felony or misdemeanor, the nature of the offense and the punishment or penalty assessed therefor, exclusive of city or county traffic ordinance violations of the California Vehicle Code not constituting a felony.
(g) All information required by the Sheriff with regard to each truck used in the applicant's rubbish collection business in the unincorporated area of Ventura County.
2415 - Approval.¶
If the Sheriff finds that the application complies with all the requirements of this Article, he shall approve the application.
2416 - Truck tags.¶
Any applicant for a license required by section 2411 shall obtain a truck tag or sticker for each truck used in his business in the unincorporated area of Ventura County. At the time the license is issued the Tax Collector shall issue also an appropriate metallic tag or gummed sticker for each truck owned or operated by a rubbish collector and used by him in his business. The fee for each such tag or sticker is $10.00 annually.
2417 - Display of truck tags.¶
The tag or sticker issued by the Tax Collector under section 2416 shall be displayed upon the truck by being affixed to the lower left rear section of the vehicle and shall be kept visible at all times.

2418 - Transfer of truck tags.¶
Truck tags or stickers may not be transferred from person to person. A licensed rubbish collector may transfer a truck tag or sticker to another truck to be used in his business, without fee, after first giving the Sheriff any information required by him.
