1.14.010 - Enforcement officers designated—Powers.¶
The police chief, fire chief, officers of the police department, and the fire marshal may enforce the provisions of the Vallejo Municipal Code, as well as its uncodified ordinances. In addition, the city manager may authorize other city officers and employees to enforce the code's provisions and uncodified ordinances. Such an authorization must be by an administrative rule.
In enforcing the provisions of this municipal code, all authorized officers and employees shall have all enforcement powers delegated under California Penal Code Section 836.5.

1.14.020 - City manager's authority.¶
The city manager may limit the provisions of the Vallejo Municipal Code or any uncodified ordinance that officers and employees may enforce. Any enforcement undertaken pursuant to this chapter shall comply with applicable laws and administrative rules the city manager may promulgate.

1.14.030 - Designation of special parking enforcement units.¶
A. Special parking enforcement units may be established to provide adequate enforcement of Section 22507.8 of the Vehicle Code and Titles 8 and 9 of this Municipal Code in the City of Vallejo.
B. The special parking enforcement units may be established in conformance with an administrative rule adopted by the city manager. That administrative rule shall set forth, among other things, directions concerning what parking laws and ordinances the units will be authorized to enforce, what terms and conditions should be set forth in any agreements between the city and units to enforce parking laws and ordinances, and the areas of the city in which special parking enforcement units will be authorized to enforce those laws and ordinances.
C. The city manager, or his or her designee, shall appoint members of any special parking enforcement units. Those members shall serve at the pleasure of and may be removed by the city manager or his or her designee.
D. The city manager, or his or her designee, may appoint members of the special parking enforcement units as voluntary employees for the limited purpose of and solely in connection with enforcement of parking laws and ordinances. Those persons shall remain as voluntary employees only during the periods of time when they are engaged actively in enforcement activities.
E. Any person employed by a third party to provide private security or law enforcement services for the benefit of private proprietors shall not be deemed to be a city employee or acting within the course or scope of his or her city employment when performing services as a member of a special parking enforcement unit.
