When any act is required by any ordinance, resolution or minute order of the City Council or by any resolution of the Planning Commission of the City of Tustin, whether as a condition or requirement of an approval or otherwise, and is required by such ordinance, resolution or minute order to be performed within a specified time as a condition precedent or which may be inferred to be required to be performed within a reasonable time, the City Council may by resolution or minute order grant an extension or deferral of time within which to perform said act upon the posting of security of a type, form, content and amount approved by the City Council.
