6.08.010 - Permits and licenses required.

It shall be unlawful for any person, either as principal or agent, to engage in the business of conducting, maintaining, or soliciting business for any patrol system or service in the City without first obtaining a permit so to do from the Council and paying a business tax to the City in accordance with the provisions of section 6.04.310 of Article 2 of chapter 6.04 of this title.

6.08.020 - Permits—Applications—Investigations—Issuance—Denial.

Before any person shall engage in the business of conducting or maintaining any patrol service or system in the City, he shall make an application in writing to the Chief of Police for permission to engage in such business and shall describe in each application the district in which he desires to operate. The Chief of Police shall conduct an investigation concerning the qualifications, and security guard registration requirements of the applicant. The requesting security firm will be required to be licensed by the State of California, Department of Consumer Affairs. Each of the employees shall be required to produce registration by the Department of Consumer Affairs of valid Security Guard Cards. The Chief of Police shall grant the applicant permission to engage in such business if the applicant and each employee is properly licensed and agrees to City regulations regarding the style of uniform and the type of marked vehicle, if any, to be used. 6.08.030 - Permits—Conditions—Revocation.

Any permit granted by the Chief of Police as provided in section 6.08.020 of this chapter shall be issued upon the following terms and conditions:

(a) Such patrol service or patrol system shall be operated and conducted under the general supervision of the Chief of Police.

(b) The Chief of Police shall regulate the style of uniform, if any, to be used by such patrol service or patrol system.

(c) The Chief of Police shall regulate the type of marked vehicle, if any to be used by such patrol service or patrol system.

(d) Any permit and any license issued pursuant hereto may at any time be revoked by the Chief of Police for cause shown after notice to the holder thereof and an opportunity to be heard shall have been given.

6.08.040 - Meaning of patrol service.

For the purpose of this chapter, the words "patrol service" and "patrol system" shall be deemed to be any service or system which purports to furnish or does furnish to members or subscribers for a consideration or otherwise, any watchman or guard, either uniformed or otherwise, to patrol any district in the City, or to guard or watch any property, or to perform any service usually and customarily performed by the regular officer of the Police Department.
